Research On Stakeholder Satisfaction Of Urban Rail Transit PPP Project Based On System Dynamics

The PPP project has a long operation cycle,many risks,and complicated relationships among stakeholders.These factors may lead to unfair distribution of interests among all parties,or even failure to maximize profits,thus causing dissatisfaction among stakeholders,and thus threatening the cooperation and development of PPP project.The results of scientific research show that the dissatisfaction of stakeholders is the reason for the failure of PPP projects.Therefore,this paper aims to explore the relationship between stakeholder satisfaction and the success or failure of the project,in order to better evaluate the effect of PPP projects.The urban rail transit PPP project is the focus of this paper,which delves into literature identification and delves deeply into the fundamental interests of key stakeholders: the government places great emphasis on the efficacy of financial subsidies,the sustainable growth of economic and social performance,and passenger satisfaction;Capital,too,pays heed.And passengers are focusing on lower fares,better vehicle performance and better rail transit services.This paper,in accordance with the essential interests of key stakeholders,creates a comprehensive satisfaction evaluation index system and utilizes an expert scoring approach to assign the scoring weight to different indicators.We assess the satisfaction of government departments with compensation and social performance through a quantitative evaluation,taking the ratio of compensation,actual passenger flow and expected passenger flow as the index;capital’s satisfaction with the expected return of the project is then evaluated through the internal rate of return.Take the ticket price,vehicle quality characteristics and full load rate as the evaluation index of passengers’ satisfaction with the ticket price,vehicle quality characteristics and rail transit service to measure the satisfaction of various indicators.Through the trapezoidal membership function,we can accurately measure the satisfaction of various objectives,so as to provide a strong theoretical support for the quantitative evaluation of satisfaction,and can provide a reliable basis for the construction of a system dynamics simulation model of stakeholder satisfaction,so as to better meet the needs of stakeholders.This paper has conducted an in-depth investigation into the correlation between satisfaction and interest requirements of all stakeholders,as well as the internal dynamics of each stakeholder,in order to gain a more comprehensive comprehension of their contentment.The results show that the satisfaction of these stakeholders is closely related to each other and may conflict with each other.Stakeholder flow diagram based on system dynamics can achieve dynamic simulation and evaluation of stakeholder satisfaction through establishing mathematical function relations,so as to better understand their behavior characteristics and influencing factors.Through empirical analysis and research,the PPP construction project of Beijing Rail Transit Line 4 has achieved remarkable results.The simulation model of system dynamics based on satisfaction was discovered to be capable of accurately simulating and assessing the alterations in the interests of all participants in urban PPP project management,thereby better satisfying the requirements of all.
