Research On Industrial Transformation Of Resource-based Rural Areas

The report of the 20 th National Congress of the Communist Party of China proposed comprehensively promoting rural revitalization and adhering to the priority development of agriculture and rural areas,solidly promoting the revitalization of rural industries,talents,culture,ecology,and organizations.The development and revitalization of rural industries are crucial to the development of the rural economy.Therefore,promoting the optimization and adjustment of the rural industrial structure and accelerating the green transformation can effectively increase farmers’ income,promote sustainable development of industries,and achieve long-term prosperity in rural areas.For a long time,the industrial development of resource-based rural areas has mainly relied on resource exploitation and processing.However,with changes in policy orientation,market demand,and increasing ecological pressures,many resource-based rural areas have had to undergo industrial transformation.This article focuses on Yangcheng County,Shanxi Province,and uses field inspections and semi-structured interviews to analyze the reasons,foundation,and specific practices of industrial transformation.Based on the theories of sustainable development and industrial life cycle,the study emphasizes the importance of industrial transformation for rural revitalization.Currently,Yangcheng County is at a critical stage of transition from a mature to a declining resource-based economy,making industrial transformation particularly important for its future development.To this end,Yangcheng County has implemented measures to transform its coal,agriculture,and tourism industries,relying on its strong agricultural foundation and abundant tourism resources.These measures include coal technology innovation,extending the coal industry chain,developing specialized and large-scale agriculture,and exploring the development of tourism based on natural resources and traditional culture.However,the research also identifies some existing problems in Yangcheng County’s industrial transformation.Firstly,the county’s industrial structure is still unreasonable,with a "one coal dominates" development pattern,slow development of agriculture,and insufficient integration between tourism and other industries.Secondly,the lack of talent,capital,and technology has hampered the pace of industrial transformation.Finally,the publicity,policy support,and supervision efforts in industrial transformation in Yangcheng County remain inadequate.Finally,by drawing on the experience of industrial transformation in other resource-based rural areas in China,this study puts forward some suggestions for the development of industrial transformation in Yangcheng County.First,it is necessary to actively cultivate emerging industries to form new support for transformational development,optimize the internal structure of agriculture,accelerate the modernization of agriculture,and promote the integration of the "agriculture-tourismculture" industries to construct a diversified development pattern.Second,efforts should be made to increase investment in capital,talents,and technological innovation.Third,the promotion of industrial transformation should be supported by strengthened publicity,policy guidance,and subsequent monitoring.With rational and orderly transformation before coal resources become depleted,the sustainable development of resource-based rural areas can be promoted,and a path of rural revitalization that suits the actual situation of Yangcheng County can be found.
