Any innovation activity ultimately needs to be settled in geographical space.China,as a country with a vast territory and a large population,has the characteristics of regional innovation type diversity and content richness.Therefore,it is of self-evident importance to study regional innovation capability.At the same time,the spatial flow of innovation elements has become one of the key factors affecting regional innovation capability,as the flow of innovation elements with innovation personnel and innovation funds as the core has become more and more frequent across regions.When frontier researches discuss the influence of innovation factors on regional innovation capability,they mainly focus on the input quantity,concentration level and allocation efficiency of innovation factors,and ignore the economic effect of inter-regional flow of innovation factors from the dynamic perspective.Therefore,it is of theoretical and practical significance to study the influence of spatial flow of innovation factors on regional innovation capability.Based on the push and pull theory,new economic geography theory and regional innovation system theory,this paper deeply investigates the specific path mechanism of spatial flow of innovation factors affecting regional innovation capability.In addition,this paper uses gravity model and entropy method to estimate the flow of innovation factors and regional innovation capacity of 30 provincial administrative regions in China except Hong Kong,Macau,Taiwan and Tibet from2003 to 2019,and uses Spatial Durbin Model to test the impact of flow of innovation factors on regional innovation capacity.The results show that the spatial flow of innovation personnel and innovation capital both show the characteristics of proximity and network,showing the trend of spatial agglomeration to the economically developed provinces.However,the gap between the eastern region and other regions is gradually widening,and there is a significant positive spatial correlation between the regional innovation capacity of each province.The spatial flow of innovation factors not only promotes the regional innovation capacity,but also improves the innovation capacity of related regions.In the heterogeneity test,the effects of the spatial flow of innovation factors on regional innovation capacity are found to be different in different sample regions through the decomposition of the effects of core explanatory variables.The spatial flow of innovation personnel has a single threshold effect of 1.6153,and the spatial flow of innovation capital has a double threshold effect of 5.8921 and 6.7147,and the influence of the two innovation factors on the regional innovation capability shows a "gradient" enhancement.Based on the results of the study in terms of the policy level,this article puts forward three Suggestions: first,should be fully aware of local government innovation factor space flow brought about by the agglomeration effect and spillover effect,at the same time of expanding local innovation inputs,strengthen the innovation activities and the surrounding areas,local enterprise innovation activities into the regional ecological system;Secondly,each region should build a regional pattern of innovation development in combination with its own development situation,and build a pattern of innovation development with its own characteristics on the basis of clarifying the flow characteristics of its own innovation factors.Third,we should build multiple regional innovation highlands,integrate innovation resources across regions,give full play to the spatial spillover effect in the flow of innovation elements,and realize the overall improvement of China’s regional innovation capability. |
