China is rapidly entering a new era of innovation-driven development,and the key strategic resource for innovation-driven development is innovation.The efficient flow of innovation factors can speed up the dissemination of innovation knowledge,continuously optimize the allocation of factors among regions,and promote a reasonable increase in green total factor productivity,thereby achieving green and healthy economic development.Therefore,this paper takes the flow of innovation factors as the starting point,and starts from the two core innovation factors of innovation talents and innovation capital,and considers its possible impact on the improvement of green total factor productivity in China’s provinces and cities.Therefore,through the study of theories and literatures in related fields,this paper systematically summarizes the mechanism of innovation talent and innovation capital flow on the improvement of green total factor productivity,and comprehensively analyzes the relationship between innovation talent flow,innovation capital flow and green total factor productivity.The spatial and temporal trend of change,and the traditional panel model and spatial econometric model are used to empirically test the local effects and spatial spillover effects of innovation talent flow and innovation capital flow on green total factor productivity.First of all,in order to grasp the development status of innovation talent flow and innovation capital flow,this paper constructs a gravity model to measure innovation talent flow and innovation capital flow,and from the perspectives of time trend and spatial layout,combined with the eight comprehensive economic zones across the country,innovation The current situation of factor flow is analyzed.The study found that: from 2007 to 2019,the flow of innovative talents and innovative capital showed a trend of accelerating overall flow and increasing regional agglomeration,but there was heterogeneity among different elements.Among them,the flow of innovative talents has always been on a steady growth trend from 2007 to 2019,and the growth rates of all provinces and cities are greater than 0;the overall growth rate of innovation capital flow from 2007 to 2019 is small,and it is in a fluctuating upward trend.The flow of innovative talents and innovative capital across the country shows obvious regional agglomeration.Combined with the Moran index test,it is found that the flow of innovative talents and innovative capital has a significant positive spatial correlation.Secondly,this paper uses the SBM-DDF model to estimate the green total factor productivity and its sub-indices of green innovation efficiency and green technology progress in 30 provinces in China from 2007 to 2019.In order to fully understand the development status of China’s green total factor productivity,this paper conducts a detailed study of green total factor productivity from three levels: national,regional and provincial.The results show that: from 2007 to 2019,China’s green total factor productivity showed a trend of increasing year by year,and the average value showed the regional development characteristics of eastern > central > western > northeast.From the perspective of its decomposition indicators,the contribution of green innovation efficiency and green technology progress to the growth of green total factor productivity is completely different.Efficiency is always at a low level,pulling down the level of green total factor productivity.Third,in order to quantitatively study the specific effects of innovative talents and innovative capital flows on green total factor productivity,this paper uses the traditional panel model and the spatial lag model to carry out empirical regression,and decomposes the spatial effect for further analysis.The empirical results show that the direct effect,indirect effect and total effect of innovation talent flow and innovation capital flow on green total factor productivity are all positive and significant,indicating that innovation factor flow has played an important role in improving green total factor productivity in both local and spatially adjacent areas.positive influence.In addition,by constructing the moderation effect model of the flow of innovation factors,it is found that the construction of transportation infrastructure will significantly promote the impact of the flow of innovative talents on the productivity of green total factor production,while the impact of rising housing prices is not obvious;the construction of information infrastructure and the level of marketization will be significantly enhanced.The effect of innovation capital flow on green total factor productivity is improved.Based on the research conclusions of this paper,relevant policy suggestions are put forward as follows: coordinate the development of innovation factors,pay attention to the characteristics of geographical agglomeration,build a cross-regional innovation cooperation network in adjacent regions,and guide the flexible and multi-directional flow of innovation factors;pay attention to the green total factor productivity space between regions The existence of spillover effect,through the optimization and connection of inter-provincial transportation network,information network,and government service network,strengthen the connection of economic activities in adjacent areas;increase investment in transportation,information and other infrastructure,accelerate market-oriented reform,reduce The flow cost of innovative factors will enhance the boost to the improvement of green total factor productivity. |
