Research On The Problems And Countermeasures Of Implementing E-commerce Development Policies In Suining County

E-commerce is a product derived from the emergence of the Internet.The international community was the first to expand the market and seek development through e-commerce.China first expanded the rural market through e-commerce in2013,and it was also the first time that the country began to attach importance to and propose the path and plan for developing rural e-commerce.The project of introducing e-commerce into rural areas organized by the Ministry of Commerce began to officially launch in the following year.In 2015,the Guiding Opinions of the General Office of the State Council on Accelerating the Development of Rural E-Commerce and other contents were successively issued,which were also included in the Report on the Work of the Government in the same year.Premier Li Keqiang listed the "Internet plus" strategy as an important part of the national development strategy.Every year since then,the No.1 central document will include the development instructions related to e-commerce in the important list.Especially during the 14 th Five Year Plan,e-commerce has been regarded as an important development model by various regions along with the development of digital rural areas.This article is based on the current situation and work practice of e-commerce policy implementation in Suining County.Through visiting and researching various townships in Suining,distributing questionnaires,interviews,and consulting materials,a comprehensive analysis is conducted on the problems in the implementation of e-commerce policies in Suining County.The existing problems and their causes are fully discussed,and it is found that the e-commerce development system in Suining County is not sound,and the e-commerce policy implementation departments are not coordinated The problems of a large gap in practical talents in e-commerce,low scale and branding of e-commerce enterprises,and inadequate implementation of financial support policies have been studied and demonstrated to be caused by factors such as policy formulation itself,policy execution units,policy targets,and policy execution environment.After fully investigating the specific situation of the implementation of e-commerce policies in Suining County,based on the current domestic and international situation,corresponding countermeasures have been formulated,such as accelerating the construction of rural e-commerce system,strengthening the functions of executing agencies,increasing the publicity of policies,and improving public services,in order to improve the level of e-commerce policy implementation in Suining County.
