Research On The Impact Of The Restrictive Measures In Digital Service Trade On Digital Service Export

In recent years,with the rapid growth of the world’s service industry output and the development of digital technology,digital service industry has gradually become the economic pillar to many countries,and digital service trade has also grown,gradually becoming the main part of service trade.In 2020,the global digital service trade exceeded3 trillion US dollars.The vigorous development of digital services trade need a good business environment,which is affected by the regulatory measures in digital service trade.Therefore,exploring the impact mechanism of the restrictive measures in digital service trade on digital service trade can help the government formulate effective measures to promote digital service trade.Firstly,This paper combs and introduces the digital service trade and its restrictive measures.The restrictive measures in digital service trade can be mainly divided into five areas:infrastructure and connectivity,electronic transactions,payment systems,intellectual property rights and other barriers affecting trade in digitally enabled services,and introduces the construction methods of DSTRI and DSTRIH.Next,this paper introduces the development of world digital services trade and summarizes the restrictive measures in digital service trade in various countries.Then,by analyzing the mechanism of the restrictive measures in digital service trade on digital service trade,and doing theoretical and mathematical analysis of the mechanism,this paper puts forward the hypothesis that the increase of the level and heterogeneity of the restrictive measures in digital service trade will hinder digital service trade.Then,using the panel data of 16 countries from 2014 to 2020,DSTRI and DSTRIH are introduced into the gravitational model to study their impact on digital service trade exports.The empirical results show that the level and heterogeneity of the restrictive measures in digital service trade have a significant negative impact on the export of digital services trade,and form an obstacle to digital service trade by increasing trade costs.The higher the level of the restrictive measures in digital service trade among countries,the smaller the digital service trade volume,and the heterogeneity of the restrictive measures in digital service trade between countries will also reduce the digital service trade volume.In addition,by comparing the different impacts of the level and heterogeneity of the restrictive measures in digital service trade on different digital service industries,we find that the level and heterogeneity of the restrictive measures in digital service trade have the largest impact on the financial industry.Finally,based on the comprehensive analysis of the full text and the actual situation of China’s development,China can promote the development of digital service trade from four aspects: simplifying the restrictive measures in digital service trade,actively participating in international negotiations on digital service trade rules,actively signing free trade agreements and strengthening international cooperation in digital service trade.
