| After entering the 21 st century,the world has set off a wave of digital economy.In the process of global service trade development,digitalization has become a strong driving force for global economic development.The continuous innovation of digital technology has contributed to the rapid development of service trade and digital trade.Digital technology reduces the cost of sharing information,connects different players in the value chain,changes the way traditional trade is carried out,and promotes the emergence of new digital services trade.In the context of the rapid development of the digital economy,countries generally recognize the huge potential and importance of digital trade,and actively participate in the construction of global digital trade rules,aiming to create a good international political environment for their own digital trade and promote economic development.At present,the international digital economy and trade-related policies are mainly divided into several levels.One is the e-commerce negotiation under the framework of the World Trade Organization(WTO).The second is to incorporate the content of digital trade agreements into free trade agreements,such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership,the Regional Comprehensive Economic Partnership(RCEP),and the United States-Mexico-Canada Agreement(USMCA),etc.Both contain digital trade-related policies.The third is the signing of special digital trade agreements between some countries,such as the"US-Japan Digital Trade Agreement" signed by the United States and Japan in October 2019.Facing the continuous development and improvement of digital trade rules,how China builds"Chinese-style trade rules" suitable for the socialist market economy with Chinese characteristics is of great significance to China’s economic development.In the face of this situation,China should take what measures to build and improve digital trade rules to better promote digital service trade,is a practical and research value.This dissertation combed 188 trade agreements on digital trade rules in 2000-2020.Refer to TAPED database to establish quantitative standards,quantify the digital trade rules signed between countries,and analyze the current global two digital trade rules templates-" American Template and "European Template".This dissertation first analyzes the relevant concepts and development of digital service trade,and divides the digital service trade into insurance and pension services,financial services,intellectual property use fees,ICT services,other commercial services,personal entertainment services.Follow the statistical analysis of the status quo of global digital service trade development,and found that China’s digital service trade is small,but the growth rate is far from developing countries such as Europe and the United States,which shows that China’s digital service trade has great development potential.It is found that China is far behind the developed countries in the digital trade rules or the construction of the Digital Trade Rules.In the face of this situation,what measures should China to build and improve digital trade rules to better promote numbers The development of service trade is a problem with practical significance and research value.In this dissertation,the theoretical mechanism of the influencing factors of digital service trade is analyzed in detail,and the influencing factors of digital service trade and how the regional trade rules affect the conduction path of digital service trade,and then construct measurement models based on trade gravitational models and related OLS regression,the regression results found that the depth of digital trade rules,market size and joint official language have significant role in digital service trade,network infrastructure between the two countries,the difference in higher education levels and geographical distances inhibit the effect.Then further divide the digital trade rules into e-commerce terms,data flow terms,data clauses and digital intellectual property clauses in the service chapters,and found that e-commerce terms have the greatest impact on digital service trade,followed by digital intellectual property terms and data.The flow clause,the data clause in the service chapter has the least impact on digital service trade traffic.Based on the above analysis results,in order to promote the sustainable and healthy development of China’s digital service trade,this dissertation puts forward the following policy suggestions: first,actively participate in bilateral or multilateral digital trade negotiations,and accelerate the construction of a "Chinese template" for global digital trade rules;Second,formulate unified rules at multiple levels with e-commerce as the core,and strive to avoid fragmentation of digital trade governance;third,manage cross-border data flows in a classified manner and strengthen intellectual property protection;fourth,actively improve relevant domestic legislation and guidelines,Provide institutional guarantee for the development of digital trade. |
