In 2015,the international community reached the Paris Agreement on climate change,and global climate governance has entered an unprecedented stage.At the 75th session of the Association in 2020,China pledged to achieve maximum CO2 emissions by 2030 and carbon neutrality(the"two-carbon"goal)by 2060.This goal is based on the long-term temperature control goal set out in the Paris Agreement,advocating green and low-carbon development and realizing carbon emission transformation.In order to achieve this goal,different aspects of society need to develop together,construction and the introduction of high technology,the so-called"third source of profit"logistics industry,has become an important part of the modern economy.In different provinces of our country,the development of logistics industry has great differences.Therefore,it is helpful to compare,improve and raise the development level of regional logistics industry in the province is evaluated by the economic level of different provinces.In this case,to achieve carbon neutrality in 2060 and balance the interest relationship between economic development and carbon emission reduction,low carbon logistics efficiency measurement is particularly important.By sorting out the obtained research results of this topic,first explained the research model and methods related to this topic,and secondly analyzes the basic current situation of Chinese logistics industry from two aspects:policy and operational data.Based on the selection principle of evaluation indicators and previous studies,appropriate low-carbon logistics indicators are selected and BWM method is applied to consider decision-makers’preferences and reduce the flexibility of input and output weights.Then,based on the empirical analysis of the index data of different provinces from 2012 to 2021,the logistics efficiency of different provinces was measured statically with the help of the application model SE-SBM,and the dynamic evaluation of the application index Malmquist was selected to study the change trend of logistics efficiency in different provinces.Based on the analysis results,In order to further promote the logistics industry gradually to the direction of low-carbon further development,in this subject targeted suggestions.The final conclusions are as follows:Firstly,the static analysis results show that the efficiency of the logistics industry is stronger in the eastern region and weaker in the western region,and the efficiency of the industry is significant in the eastern slope and North China region,while the other regions are opposite.In the provinces where DEA is ineffective,most of them are affected by both pure technical efficiency and scale efficiency.Second,indicating that the development of Chinese logistics industry is not mature and stable.Judging from the growth rate of total factor productivity in all provinces,the TFP growth rate was positive in only 8 provinces,this further indicates that it may constrain the development of Chinese logistics in the future.Finally,according to the development of logistics industry in each province and the relevant conclusions of efficiency evaluation.First,reduce carbon dioxide emissions and improve low-carbon logistics efficiency;Second,strengthen the logistics industry talent management and technological innovation;Third,vigorously develop multimodal transport and actively promote the construction of logistics standardization;Fourth,we should promote the coordinated construction of national logistics hubs and develop new logistics models in light of local conditions.
