Research On The Public Policy Of Promoting The Economic Development Of Inland Provinces And Counties Under The "double Circulation" Pattern

As a typical inland county,Z County has a relatively low degree of openness compared to coastal areas.Although the economy of Z County developed steadily during the epidemic,under the current "dual cycle" new development pattern,the existing economic cycle system of Z County is mainly based on domestic and even local economic cycles,and has not personally participated in the international and domestic "dual cycle" development.In order to create a new highland for the opening-up of inland counties,To achieve a domestic and international dual cycle and promote high-quality development of the county economy,it is necessary for County Z to start with public policies,formulate timely and reasonable public policies,achieve active and effective integration of the dual cycle,and promote high-quality transformation and leapfrog development of the local economy.Under the guidance of service-oriented government theory and policy paradigm theory,based on the current economic development situation of Z County,this article correctly views the shortcomings faced by the county economic development,and combs the existing public policy system for the economic development of Z County,clarifying ideas for better integrating the construction of the dual cycle pattern in Z County.Under the dual cycle pattern,Z County closely follows the national dual cycle strategy,integrates into the domestic and international dual cycle industrial chain by identifying strategic nodes for integration into the dual cycle,strengthens the construction of foreign cooperation platforms and carriers,deeply integrates into the development of the Central Plains urban agglomeration,actively integrates into regional cooperation,promotes investment promotion,improves quality and efficiency,and creates a new dual cycle development pattern for the county economy.The government of Z County has specifically proposed the necessity of building guidance,regulation,regulation,and distribution of public policy support.Based on the analysis of public policies for the economic development of Z County under the "dual cycle" pattern,it has diagnosed the problems of existing public policies,low level of public policy system,low operability of public policies,and lack of coordination of public policies.The reason lies in the lack of effective incentive policies,targeted assessment and evaluation mechanisms,lack of scientific norms in government behavior,and insufficient policy innovation guidance and publicity in Z County.To this end,we propose targeted public policy optimization plans to promote the economic development of inland provinces,autonomous regions,and counties under the "dual cycle" pattern.We will scientifically supplement the public policy system,strengthen the construction of the public policy system,enhance the operability of public policies,and strengthen the coordination of public policies.At the same time,it is proposed to optimize the implementation measures of public policies to promote the economic development of inland provinces,autonomous regions,and counties under the "dual cycle" pattern,which requires the government of Z County to implement effective incentive policies,develop special assessment and evaluation mechanisms,strengthen scientific norms of government behavior,and strengthen the guidance and dissemination of policy innovation.By combining the current domestic and international development trends,this paper proposes some ideas and ideas on how Z County should formulate public policies to promote the development of county economy under the "dual cycle" pattern,and also provides reference for the construction of the dual cycle pattern of county economy in inland provinces and regions.
