Since the 1990s, zhejiang province took the lead in the province administrating county system reform and innovation, it became a hot spot of our country in the government management system reform. Because of the province administrating county system reform that includes of the "pioneer spirit" and the practice in zhejiang province, has made great economic and social development. Since China’s reform and opening up, the achievements in economic and social development of zhejiang makes it as the "model student", and the reform of China become a great force speed up transformation of China.Zhejiang province administrating county system reform, to activate the county, the strong rise of fushun rapid economic development become a typical representative of the county economy in China, to produce more than 40% of the counties in China, to become the richest in our country and the narrowest gap between urban and rural areas in zhejiang province the smallest province, near to the goal of a harmonious society. The fifth part embarks from the actual situation of zhejiang province, through county districts and encourage strong county economy transition to city economy, making full use of radiation effect of the central city, strengthen urban economic zones. On this basis, the government needs to set scientific and reasonable administrative division, improve the administrative management system on a deeper level to promote reform of the administrative system at the provincial level.
