Study On The Countermeasures To Promote The Close Connection Between Rice-technological Innovation And Production In Jiangxi Province

The close connection between technology and production is an objective requirement for technology to play its role.With the change of the main contradictions in China’s society,agriculture has shifted from a growth oriented to a quality improvement oriented approach.Promoting quality,efficiency,and power changes in agricultural development,and achieving high-quality development,to a large extent,depends on agricultural scientific and technological innovation.From a practical perspective,there has been a long-standing disconnect between scientific and technological innovation and agricultural production,which seriously restricts the high-quality development of agriculture.Taking the rice industry in Jiangxi as an example,this article explores the current situation,main impacts,and causes of the disconnect between rice technological innovation and production in Jiangxi through field research and typical case analysis in five counties and cities in Jiangxi,including Nanchang,Gao’an,Nancheng,Jiujiang,and Jinggangshan.The study found that the main reasons for the disconnect between science and technology and production are the lack of close links between innovation and demand entities on the macro level,the lack of convenient and efficient links between science and technology demand entities and scientific and technological personnel on the micro level,and the "two skins" of scientific research achievement recognition and actual effect evaluation on the incentive mechanism.The root cause is the lack of funding for rice science and technology innovation personnel projects,which leads to the impeded feedback mechanism for agricultural science and technology services The mechanism for establishing science and technology projects is not perfect.On the basis of drawing on successful experiences at home and abroad,establish a coordination mechanism between rice technology innovation and production from two aspects: strengthening the connection between rice technology innovation entities and rice technology innovation demand entities,and strengthening the connection between rice innovation technology personnel and rice technology innovation demand entities;Improve the project initiation mechanism for major scientific and technological innovation in rice from the aspects of soliciting project opinions,determining support for key areas,project review principles,review mechanisms,and scope of expert databases;Improve the evaluation mechanism of rice scientific and technological achievements from the aspects of evaluation index system,evaluation system,evaluation time,and selection of evaluation institutions;Improve the evaluation mechanism for rice technology talents from aspects such as evaluation and assessment cycle,talent evaluation indicators,talent evaluation methods,and talent evaluation database.
