| With the in-depth advancement of the rural revitalization strategy,the focus of my country’s "three rural" work has undergone a historic shift.In order to solve the current real problems of aging population,land waste,industry lagging behind,and housing hollowing in rural areas,the Ministry of Natural Resources has begun to implement a major action of comprehensive land improvement in the whole region.Through the implementation of comprehensive land improvement in the whole region,it can not only promote the protection of cultivated land and the intensive and economical use of land,but also improve the ecological environment,provide space for agricultural and rural development,and promote the implementation of the rural revitalization strategy.It can be seen that the comprehensive land consolidation in the whole region was an inevitable measure for the sustainable development and progress of the countryside,and the scientific and objective evaluation of the consolidation potential provides a guarantee for the selection of comprehensive land consolidation projects and the selection of consolidation models.Therefore,studying the current classic model of comprehensive land consolidation in rural areas,further constructing a complete evaluation system and evaluation method for the potential of comprehensive land consolidation in the whole region,and implementing consolidation projects based on the evaluation results and empirical models.In this paper,natural,economic,social and ecological indicators were selected to build a multi factor comprehensive evaluation index system for the comprehensive land consolidation potential of the whole region.The index weight was calculated by the Analytic Hierarchy Process and Entropy Weight Method,and then the comprehensive evaluation results were obtained by the way of weighted superposition.Finally,spatial analysis method was used in combination with the actual situation of the region to propose relevant countermeasures for the comprehensive land consolidation of Legang Town.This paper starts with the conceptual connotation of global comprehensive land consolidation,and the main research contents were as follows:(1)Systematic analysis of the mutual feedback mechanism between global comprehensive land consolidation and rural revitalization,and summarizing the current empirical model of comprehensive land consolidation in my country.(2)Integratively design the evaluation index system and evaluation method of the comprehensive land consolidation potential in the whole area.(3)Taking Legang Town,Leping City as an example,a case study was carried out to verify the applicability of the evaluation index system for comprehensive land consolidation potential,and suggestions for optimizing the comprehensive land consolidation model were put forward.Through the case study,the evaluation results were as follows:(1)The evaluation results of a single index show that 7 indicators of the comprehensive land consolidation potential in Legang Town have reached "excellent",There were 11 who have reached "good",19 with "average" potential,and 10 with "poor" potential.(2)The comprehensive evaluation results show that there were 14 villages with "high or relatively high" agricultural land consolidation potential,and 16 villages with "high or relatively high" construction land consolidation potential,There were 10 villages with "high or relatively high" rural ecological protection and restoration potential,7 villages with "high or relatively high" rural historical and cultural protection potential,and the remaining villages have insufficient improvement potential.(3)The results of the rectification potential zoning show that there were 5 villages in the "first-level zoning",12 in the "second-level zoning",and 13 in the "third-level zoning".The main conclusions of the paper were as follows:(1)The mutual feedback mechanism between comprehensive land consolidation and rural revitalization: rural revitalization was a goal-oriented development effect,comprehensive land consolidation was a goal-oriented development measure for prominent problems,and rural revitalization guides comprehensive land consolidation.Therefore,rural revitalization answers the question of why and where to go for comprehensive land consolidation in the whole region,and comprehensive land consolidation in the whole region provides a new idea for how to realize the goal of rural revitalization.(2)There were five main modes of overall comprehensive land consolidation in my country at the current stage: "Modern Agriculture Leading Model Focusing on Agricultural Land Consolidation","Urban-rural integration development model focusing on construction land consolidation","Eco-environmental Governance Model Focusing on Ecological Protection and Restoration","Traditional village protection model focusing on historical and cultural protection","Integrated development model of comprehensive land consolidation in the whole region".(3)The comprehensive land consolidation potential evaluation index system constructed in this paper includes 4first-level evaluation targets,11 second-level evaluation targets and 47 third-level evaluation targets.Using the evaluation system and method constructed in the paper,the evaluation results comprehensively and objectively reflect the potential of all villages in Legang Town to carry out comprehensive land consolidation,indicating that the designed potential evaluation system can be applied to comprehensive land consolidation projects.Finally,in order to optimize the model of comprehensive land consolidation in the whole region,countermeasures and suggestions were put forward from the perspective of improving the effectiveness of comprehensive land consolidation in the whole region: First,in terms of goals and tasks,it was necessary to highlight the goals of ecological protection and restoration,more closely combine the goals of village development and land use patterns,and carry out the construction of a comprehensive land improvement system in the whole region;Second,in terms of the evaluation model,it was necessary to strengthen the special survey of the comprehensive land improvement project in the whole region,and build an index system according to local conditions;Thirdly,in the selection of the improvement mode,it was necessary to scientifically and rationally select the model of comprehensive land improvement in the whole region,and ensure the implementation of the planning project of comprehensive land improvement in the whole region.Specific safeguards include strengthening organizational leadership,improving the public participation mechanism for comprehensive land consolidation across the region,strengthening post-management and protection,and exploring the formation of a resource market trading mechanism. |
