Unemployment Insurance is an extremely important part of the Social Security System and is the core policy of the government to implement proactive “employment promotion and stabilization”.Unemployment Insurance fund is material basis to support the operation of unemployment Insurance system.The budgeting of unemployment insurance fund is the basis part of the fund operation,playing a pivotal role in realizing the above-mentioned functions.This dissertation aims to study and improve the content and the methods of the whole process of budgeting of Unemployment insurance found in City D.Using the methods of questionnaire survey,interview,qualitative and quantitative combination,etc.This dissertation firstly conducts relevant theoretical exploration and the research,clarifies the connotation of concepts and re-explore of basic theory,then analyzes the concepts,process,methods and organization structure of budgeting of unemployment insurance fund in city D and summarizes the defects of the budgeting.At this stage the theoretical foundation of unemployment insurance fund budgeting in City D is weak,the guiding ideology lacks strategy,the preparation methods and techniques need to be improved,the preparation process and organizational structure have varying degrees of blemishes,and the construction of budgeting talents needs to be strengthened.Then this paper explore the plan of unemployment insurance fund budgeting in City D.It proposes improvement strategies in four aspects: consolidating the theoretical foundation,adhering to strategic orientation,optimizing preparation techniques and methods,uniforming calculation of calibre,and improving preparation process.Implementation guarantees for the application and implementation of the above improvement measures,with a view to helping the implementation of the improvement of unemployment insurance fund budgeting in City D and providing reference for the development of unemployment insurance fund and Social Security fund budget.
