| With the continuous advancement of urbanization and the increasing demand for municipal infrastructure,project investment and financing methods are constantly reforming and innovating.Introducing social capital to participate in the construction of municipal infrastructure projects through the PPP model can greatly reduce the pressure on financial funds.At the same time,with the help of the rich management experience and technology of social capital,the operational efficiency of municipal infrastructure will also be significantly improved.However,the application effect of the PPP model in the field of municipal infrastructure has not met expectations.At the macro level,the PPP institutional framework and related laws and regulations are still not perfect.The root cause of the risk is the lack of research on the identification and management of major risks in PPP projects.This paper intends to identify the major risks of PPP projects based on the examples of PPP projects,and propose corresponding countermeasures.The major risk research of the project example in this paper has a strong reference and application value for the risk management and control of the project and the risk management of other PPP mode municipal infrastructure projects.This paper takes Yuanyang CBD municipal infrastructure project as the research object,and conducts research on risk identification,risk evaluation and risk response.The research content and plan are as follows:(1)Preliminarily organize the risk factors involved in the project through the literature research method,and classify the acquainted risk factors into phases from the perspective of the whole life cycle according to the project’s early stage risk,construction period risk,operation period risk,and full life cycle risk;and then use The Delphi method conducted two rounds of expert opinion consultation,and initially determined 15 major risk factors for the project;afterward,by committing crimes against four important project targets in the surrounding area,it proved the major risk factors of the Yuanyang CBD municipal infrastructure project identified in the previous step.(2)On the basis of the identified risk factors,comprehensively use the Delphi method and Pareto analysis method to evaluate the project risk.A total of four rounds of expert opinion consultation were conducted,and the results of the four rounds of consultation opinions were classified into ABC by Pareto analysis method,after the experts’ opinions tended to be consistent,the four core major risk factors affecting the project were obtained-policy and legal risks,user payment risks,financing risks,and expropriation and demolition risks.(3)Combined with the major risk response experience of Yuanyang CBD municipal infrastructure project,by research literatures and interview experts,the countermeasures and suggestions for the four major risk factors of the PPP model municipal infrastructure project are summarized.This paper conducts a systematic risk management study on the major risks of Yuanyang CBD municipal infrastructure project.In terms of risk category division,risk identification of major risks,risk evaluation and countermeasures,it can be used for other PPP model municipal infrastructure projects.The implementation provides certain lessons and references. |
