| The report of the 20 th National Congress of the Communist Party of China also clarifies the need to continuously improve the construction of China’s scientific and technological innovation system,strengthen the key positioning of innovation in the development of China’s market economy and modernization construction,improve the innovation technology system,strengthen national strategic strength,ensure the overall improvement of the effectiveness of the national innovation system,and then form more innovative formats that participate in global competition.This has laid a solid foundation for the implementation of China’s strategy of revitalizing the country through science and education and innovative development.The university science and technology park is a technology service institution and unit approved by the Ministry of Science and Technology of the People’s Republic of China and recognized by the Ministry of Education.With the help of the university’s own scientific research advantages and academic characteristics,it deeply integrates high-quality innovative resources in the market with the intellectual resources of university research,enabling the integration of teaching,research and intellectual resources with market industrial resources,Subsequently,various intellectual and technological achievements of universities will be incubated to become high-tech flows to society and applied in different fields.In other words,at present,university science and technology parks are an effective channel for the innovation and transformation of university research achievements.Based on the above background and significance,the research approach of this article is as follows: The research case of this article is a Z University Science Park in a certain area.A comprehensive evaluation and measurement of the innovation capability of the university’s science park are conducted,and effective improvement strategies that match the actual innovation capability are proposed.Specifically,the research content is as follows: Firstly,based on the research results of relevant literature both domestically and internationally,and guided by the theories of the triple helix theory,growth pole theory,innovation system theory,incubator theory,and Porter’s diamond theory,the study constructs four secondary testing indicators that mainly include four types of abilities: innovation foundation,innovation input,innovation output,and innovation diffusion.Secondly,comprehensively explore the current development overview and specific characteristics of Z University Science Park,and based on practical research,explore the true status of Z University Science Park’s innovation capabilities.The analysis of its current situation also revolves around the four types of innovation capability indicators mentioned above for current exploration;Once again,on the premise of establishing an innovation capability evaluation and testing index system,multiple statistical methods such as comprehensive index model,Analytic Hierarchy Process,and Entropy Weight Method are used to evaluate the innovation capability of Z University Science Park based on different levels.Simultaneously analyze the comprehensive innovation capability and the level of four secondary innovation indicators in the innovation system of Z University Science Park.Once again,multiple university science and technology parks were selected as evaluation reference objects to objectively analyze the innovation capability level performance of Z University Science and Technology Park at different levels;Finally,based on the above evaluation and measurement conclusions,a strategy for enhancing innovation capability based on the case of Z University Science Park is proposed.After research,it has been concluded that in order for Chinese university science and technology parks to comprehensively enhance their innovation capabilities,they must implement the following work: firstly,increase the transformation of innovative achievements in Z university science and technology parks;secondly,strengthen the cultivation and introduction of innovative talents in Z university science and technology parks;thirdly,enhance the innovation foundation and investment capabilities of Z university science and technology parks;fourthly,further promote the open cooperation of Z university science and technology parks The fifth is to improve the assessment and incentive mechanism. |
