Research On The Index Evaluation System For The Achievement Of Government Guidance Funds

In response to the call of the 19 th National Congress of the Communist Party of China,it is particularly important to further optimize the allocation of scientific and technological resources,stimulate the vitality of innovation subjects,give play to the leading role of government guidance funds,and help the country’s high-quality economic and social development.By 2021,the management scale of China’s government guided funds has reached 12.45 trillion yuan.With a large number of guided funds moving towards the exit stage,some of the original problems exposed will be improved,and a scientific evaluation system for the achievement of government guided funds’ goals will be established,which has important theoretical value and practical significance for improving the leading role of China’s guided funds.This paper adopts the literature research method,Delphi expert method and grounded theory,through the investigation and analysis of the influencing factors of government guidance funds in different fields and levels,and selects36 indicator variables based on multi-objective and multi-level.After inviting relevant industry experts and researchers to evaluate and empower the indicators,the weights of the first key indicators,the first level indicators and the second level indicators for the government to guide the fund objectives to achieve the evaluation indicators are obtained.Then we use the fuzzy comprehensive evaluation method to evaluate the effect of our government guiding funds to achieve their goals.In order to design a set of scientific and reasonable evaluation plan for the goal achievement index of government guidance fund,firstly,the evaluation index is selected based on grounded theory analysis on the factors affecting the goal achievement of government guidance fund,then the weight of each level of index is determined based on the analytic hierarchy process,and finally the fuzzy synthesis method is applied.The evaluation method conducts a comprehensive evaluation and research on the achievement of the goal of my country’s government guidance fund.The results show that:(1)the four-dimensional analysis of the policy,social,management and economic objectives of the government guidance fund shows that the policy objective is the primary and important objective of the government guidance fund;(2)Our government has achieved the goal of guiding fund well,and we need to take some optimization measures to maximize the effect.The conclusion of this paper has important theoretical value for promoting the index evaluation system for the achievement of government guidance funds.
