Construction And Application Research Of Government Investment Fund Performance Evaluation System

In order to implement the ploy of technological innovation to enhance national prosperity,improve the fundraising circumstance of the minor and medium firms,speed up the innovation of science and technology of our enterprises,and elevate the utilization rate of financial funds,fund for government investors came into being.In recent years,China’s fund for government investors has developed rapidly,its quantity and scale has taken a qualitative leap.However,the operation of my country’s government investment funds still faces problems such as irregular fund management,and unclear fund efficiency and benefits.As an important means to improve the efficiency and effectiveness of government funds,performance evaluation plays an important role in improving the efficiency of government investment funds and promoting the standardized operation of funds.At present,the performance evaluation of the country’s funds for government investors is still at the stage of learning from foreign advanced experience,but the situation of the country’s funds for government investors is different from that of foreign countries,so we cannot blindly follow the script.In view of this,it is urgent to establish a performance evaluation system in line with the situation of my country’s government investment funds,so as to promote the smooth development of the performance evaluation of my country’s government investment funds,improve the efficiency and effectiveness of the use of funds,and give full play to the guiding role of government investment funds.This article checks domestic and foreign related document first,analyzes and summarizes the theoretical research content and innovation of this article,then expounds the relevant concepts and theories of government investment funds,and then dissect the present situation and existing matters of funds for government investors.It also summarizes the current construction ideas of the performance evaluation index system of funds for government investors.It is planned to be based on the logical route of "decision-making,management,output,and benefit",and proceed from the principles of scientificity,systematicness,comparability and practicability.Combined with the actual situation and business characteristics of the Shuangchuang Fund,a suit of achievement appraisal index system conforming to the features of mass entrepreneurship and reform was established,and the AHP method was used to evaluate it in detail,and the specific weight of each indicator is determined by the analytic hierarchy process,and the performance level of the the Shuangchuang Fund is comprehensively evaluated.The questions existing in the threat and administration of the fund.Last,this paper gives some countermeasures and recommendations on some questions in the deliverance evaluation of Shuangchuang Fund.The main conclusions of this paper are: first,performance evaluation is a necessary means to promote the healthy development of government investment funds;second,the healthy development of government investment funds requires multi-organizational collaboration;third,different government investment funds need to design different individual indicators.
