Poverty is one of the most important social problems facing Our country. At present,an important challenge facing our country’s poverty alleviation work is the prominent problem of returning to poverty. How to effectively identify the poor population and improve the pertinence of poverty alleviation has become a key issue in relevant work. The forward-looking concept of "Poverty Vulnerability" emphasizes the assessment of the poverty situation of the poor population in the future through pre-prediction for poverty prevention, and pays more attention to the long-term welfare level of the poor population. In addition,in recent years, from "a group of five" put forward by the national development strategy, development production of a group of "poverty" in the first place,to "much starker choices-and graver consequences-in planning will be" industry as the important way for poverty alleviation, and then to "five revitalization" strategic "industries" in the first position, reflect the industry the important effect of poverty alleviation in the poverty alleviation engines. Therefore, the study of poverty vulnerability from the perspective of industrial poverty alleviation can provide reference for the prevention and treatment of poverty in the new era.In this paper, the panel data of 2014 and 2016 in China’s Labor Dynamics Survey report(CLDS)are screened according to certain standards to obtain the required data.First, the Expected Vulnerability to Poverty(VEP)method was used to measure the vulnerability of sample farmers to poverty under the national poverty line of 2300 yuan and the international extreme poverty line of us $1.9 / person/day according to the two vulnerability standards of poverty incidence and 50% probability. Then, the Difference in Difference method(DID)and the Propensity Score Matching method(PSM)were used to establish relevant models to test the effect of sample farmers’ participation in industrial poverty alleviation projects.Secondly, the paper probes into the mechanism of the two mediating variables of farmers’ livelihood mode and farmers’ intention to get rich, and builds relevant models to test the mediating effect. Finally, some policy suggestions are given based on the research results. The results show that: first, the poverty vulnerability of farmers has been greatly improved after participating in the industrial poverty alleviation project. The implementation of the industrial poverty alleviation project reduces the poverty vulnerability of poor farmers by about 14.5%.Secondly,through the analysis of the eastern and central regions of China,it is found that for the farmers in the eastern and central regions, their poverty vulnerability levels are improved to different degrees after participating in the industrial poverty alleviation projects, and the eastern region is better than the central and western regions.Industrial poverty alleviation programs reduced the poverty vulnerability of poor farmers in the eastern region by about 13%,while for poor farmers in the central and western regions, their poverty vulnerability decreased by about 11%.This is because compared with the central and western regions, the eastern coastal region has a more developed economic level, which can have a positive impact on the employment and infrastructure of poor farmers in this region. Finally, through the further mechanism test of the two possible intermediate mechanism variables of poor farmers’ livelihood mode and their intention to get rich,it can be seen from the test results that the change of poor farmers’ livelihood mode and the improvement of their intention to get rich are the deep-rooted reasons behind the reduction of poverty vulnerability of poor farmers by the industrial poverty alleviation policy.Among them, the change of farmers’ livelihood mode shows a more obvious channel effect.
