Both the 20 th National Congress of the Communist Party of China and the 2023 government work report proposed "accelerating the construction of an agricultural power,solidly promoting the revitalization of rural industries,talents,culture,ecology,and o rganizations,and strengthening support for agricultural technology and equipment.".With its own advantages,agricultural high-tech enterprises can help achieve rural revitalization,which is particularly necessary for China to embark on an innovation driven,sustainable,and high-quality modern agricultural development path.In particular,in recent years,the Heilongjiang Provincial Party Committee and the Heilongjiang Provincial Government have attached great importance to the cultivation of high-tech enterprises,and have issued a series of policies to support the development of high-tech enterprises,achieving significant results.As the capital city of Heilongjiang Province,Harbin has a leading position in the development quality and efficiency of hi gh-tech enterprises in the province.At the 15 th Party Congress of Harbin,it was proposed to build a innovation leading city and a modern agricultural capital.The high-quality development of agricultural high-tech enterprises is bound to help Harbin build a innovation leading city and a modern agricultural capital.Although Harbin has made certain achievements in the development of agricultural high-tech enterprises in recent years,there are still some problems in the development of agricultural high-tech enterprises,such as relatively weak R&D strength,low resource utilization,and low innovation output,which urgently need to be improved.Therefore,it is particularly necessary to improve the development quality of agricultural high-tech enterprises in Harbin.This study takes the high-quality development of agricultural high-tech enterprises in Harbin City as the research object,and on the basis of summarizing relevant theories at home and abroad,defines the research scope of agricultural high-tech enterprises,clarifies the connotation of highquality development of enterprises and high-quality development of agricultural high-tech enterprises,and combs the theories related to high-quality development of agriculture,laying a theoretical foundation for this study;Based on in-depth research,this paper collected and sorted out data on agricultural high-tech enterprises in Harbin,sorted out policies to support the development of high-tech enterprises from three levels: national,provincial,and muni cipal.It also analyzed the current situation of high-quality development of agricultural high-tech enterprises in Harbin from aspects of economic efficiency,innovation input,innovation output,and social efficiency;Based on the research results at home and abroad,an indicator system for high-quality development of agricultural high-tech enterprises in Harbin was constructed from the four dimensions of benefit development,innovation investment,scientific and technological achievements,and social efficiency.A comprehensive evaluation of the high-quality development level of agricultural high-tech enterprises in Harbin from 2014 to 2021 was conducted using the entropy method,and the results showed that the high-quality development level of agricultural high-tech enterprises in Harbin was on the rise in the overall trend,But the development process is slow;Based on the current situation and comprehensive evaluation,it is analyzed that the agricultural high-tech enterprises in Harbin have problems such as low development efficiency,insufficient innovation input and output,and the ability to undertake social efficiency that needs to be improved;Finally,countermeasures and suggestions are proposed to promote the high-quality development of agricultural high-tech enterprises in Harbin from four aspects: "improving the comprehensive benefits of agricultural high-tech enterprises,enhancing the innovation input of agricultural high-tech enterprises,increasing the innovation output and achievement transformation of agricultural high-tech enterprises,and expanding the social efficiency of agricultural high-tech enterprises".
