Research On The Countermeasure Of Heilongjiang-Russia Cooperative Development Of Agricultural Export And Logistics Industry

Heilongjiang province is a major agricultural province in China and is an important border area for China’s trade activities with Russia.Russia’s unsuitable temperatures and other hindering factors make Russian agricultural output scarce and most agricultural products are imported.However,Heilongjiang Province has the advantage of natural resources,with a large amount of arable land,a more comfortable climate and abundant water resources,and high quality agricultural production.Therefore,the expansion of agricultural exports from Heilongjiang Province to Russia is of great importance to both countries.This paper presents a review of previous research on the synergistic development of agricultural exports and the logistics industry,and explains the concepts and theoretical basis of agricultural exports,the logistics industry and synergistic development.It also analyses the synergy between agricultural exports and logistics industry in Heilongjiang Province and finds that there are shortcomings in the synergy between agricultural exports and logistics industry in Heilongjiang Province,mainly the lack of professional talents and information platform in the system,the low level of government support and the weak comprehensive strength of enterprises.The comprehensive strength of enterprises is weak.In order to have a deeper understanding of the operation mode and problems of the synergistic development system of agricultural products export and logistics industry in Heilongjiang Province,a mechanism analysis of the synergistic development of the system of agricultural products export and logistics industry in Heilongjiang Province was carried out based on the synergistic content,synergistic process and synergistic characteristics of the system,and the synergistic development system of agricultural products export and logistics industry in Heilongjiang Province was constructed based on the index system of previous studies on synergistic development.The system of indicators was constructed based on the index system of previous research on synergistic development,and an empirical analysis was conducted on whether the development of Heilongjiang Province’s agricultural exports to Russia and the logistics industry is synergistic by means of the entropy weight method and the composite system synergy model.The results of the study show that the current system of agricultural exports to Russia and logistics in Heilongjiang Province is in a state of synergy,but the level of synergy is not high and the development of the system is unstable.In order to expand the export of agricultural products and develop the vertical integration of the system,it is important to solve the problems that hinder the synergistic development of the complex system of agricultural exports to Russia and the logistics industry in Heilongjiang Province.Based on the shortcomings of the synergistic development of the system,this paper suggests that the government should increase subsidies and support for the relevant enterprises,and that the cooperation of multiple parties is needed to promote the construction of an intelligent information sharing platform,improve the quality level of the relevant entities and train the introduction of talents.
