"Five Development Ideas" was put forward at the 18th National Congress of the Communist Party of China(CPC),which means "the Development Ideas of Innovation,Coordination,Green,Opening-up and Sharing".Green production and lifestyle need to be extensively formed due to the new development ideas.At the general debates of the 75th United Nations General Assembly,President Xi pledged that China will scale up its Intended Nationally Determined Contributions by adopting more vigorous policies and measures,striving to have carbon dioxide emissions peak before 2030 and to achieve carbon neutrality before 2060.Whether it is to achieve the goal of green development or carbon neutrality,green technology innovation should be given top priority.Green technology innovation is of positive significance to promote the transformation and adjustment of regional economy and improve the quality of economic development.However,there is still a gap between China and developed countries in the field of green technology innovation.What is more,a serous contradiction shows up between environmental resources scarcity in developed countries and extensive economic model with the features of high energy consumption and investment in China.Therefore,this paper studies the green technology innovation efficiency of high patent-intensive industries in China,measures the green technology innovation efficiency of high patent-intensive industries in China and analyzes the influencing factors and their mechanism.This study is of great significance to improve the green development level of high patent-intensive industries and realize the green economic development mode.Based on combing and analyzing the domestic and foreign literature on the efficiency of green technology innovation of high patent-intensive industries,the connotations and definitions of high patent-intensive industry,green technology innovation efficiency and green technology innovation efficiency of high patent-intensive industry are precisely given.The green technology innovation process of high patent-intensive industry is divided into two interrelated stages:technological research and development stage and achievement transformation stage.The theoretical framework of the green technology innovation efficiency of high patent-intensive industry and the influencing factors is designed.The overall train of thought is to evaluate the efficiency and analyze the convergence of the efficiency evaluation results based on the construction of index system and evaluation model.On this basis,this paper identifies and analyzes the influencing factors of green technology innovation efficiency and convergence in high patent-intensive industries,and the mechanism of the influencing factors is also analyzed.According to the principle of constructing the index system of green technology innovation efficiency in high patent-intensive industries,in this paper,energy consumption,wastewater discharge and other environmental factors are included in the evaluation index,and the evaluation index system of green technology innovation efficiency of high patent-intensive industries is established.The group decision-making eigenvalue method is used to identify the key evaluation indicators of green technology innovation efficiency in high patent-intensive industries.Pearson correlation analysis is used to test the correlation of key evaluation indicators of green technology innovation efficiency in high patent-intensive industries,and the final evaluation indicator system of green technology innovation efficiency of high patent-intensive industries is established.The index system is composed of 11 indications covering initial input,intermediate output,intermediate input,expected output and unexpected output.Based on the traditional classic DEA model,considering the radial and non radial unexpected output,this paper constructs the EBM-DEA evaluation model of green technology innovation efficiency of high patent-intensive industries in China.This paper uses EBM-DEA model to measure the technology innovation efficiency and green technology innovation efficiency of high patent-intensive industries in 28 provinces of China from 2009 to 2019.The paper also analyzes the technology innovation efficiency of high patent-intensive industries and green technology innovation efficiency from static and dynamic dimensions.This paper compares the results of technology innovation efficiency and green technology innovation efficiency,and analyzes the differences of efficiency in the two dimensions.The overall results show that the efficiency of green technology innovation is lower than that of technology innovation.The gap is getting smaller and smaller in terms of time domain.The efficiency of green technology innovation in the eastern region is generally higher than that in the central and western regions.Based on the evaluation results of green technology innovation efficiency,the theory of economic convergence is introduced.α Convergence and β Convergence analysis method are used to analyze α Convergence and βConvergence of R&D efficiency,achievement transformation efficiency and total efficiency of green technology innovation in high patent-intensive industries.The convergence of the three efficiencies is analyzed and compared to explore the evolution track,regional differences and convergence trend of green technology innovation efficiency in high patent-intensive industries,and to reveal the convergence law of technology R&D efficiency,achievement transformation efficiency and total efficiency.Based on procedural grounded theory,this paper uses coding analysis method to identify the influencing factors of green technology innovation efficiency in high patent-intensive industries.Through collecting and analyzing relevant literature,open coding,axial coding and selective coding are carried out,and the influencing factors of green technology innovation efficiency of high patent-intensive industries are recognized,which include 5 core categories and 14 main categories.This paper constructs the mechanism model of the influencing factors of green technology innovation efficiency in high patent-intensive industries,and uses the methods of principal component analysis,panel regression analysis,granger causality test and so on.It is found that the factors of innovation quality,technology,market and industrial organization have a significant role in promoting the efficiency of green technology innovation in high patent-intensive industries;Environmental factors promote green technology innovation efficiency of high patent-intensive industries through innovation factors,quality factors and technology factors;the factors of innovation quality and technology play an intermediary role between factors of market,industrial organization and the efficiency of green technology innovation in high patent-intensive industries.In the end,according to efficiency evaluation,convergence analysis results,and the analysis results of influencing factors and mechanism of green technology innovation in China’s high patent-intensive industries,the paper puts forward some countermeasures and suggestions to promote the efficiency of green technology innovation in high patent-intensive industries.These suggestions are proposed considering strengthening macro policy guidance and environmental construction as well as forming industrial advantages and strengthening the construction of enterprises as innovation subjects.
