Rural commercial banks are inseparable for the revitalization and development of China’s rural economy.Under the new normal economic situation,rural commercial banks used to rely solely on traditional financial indicators for performance evaluation methods,which can no longer meet the requirements of rural commercial banks’ performance management under the new situation.CD Rural Commercial Bank,as a municipal-level rural commercial bank,has always adhered to its mission of "serving agriculture,rural areas,farmers,communities,small and micro businesses,and serving local economies",and its development vision is to establish a first-class local commercial bank.Facing increasingly fierce market competition,CD Rural Commercial Bank launched a new performance evaluation system in 2016,using advanced science and technology to collect,check and summarize performance evaluation data,and strive to find ways to improve performance evaluation.This article starts with the analysis of the status quo of CD rural commercial bank performance evaluation system,mainly uses interview method and questionnaire survey method to make performance evaluation system effect evaluation,finds out the problems of existing performance evaluation system,and clarifies the necessity and feasibility of introducing BSC.Through the analysis of CD Rural Commercial Bank’s strategic development vision,a strategic map is drawn,and performance evaluation indicators are selected from the four levels of finance,customers,risk control and internal control,and learning and development.Refer to the latest "Commercial Bank Performance" issued by the Ministry of Finance.Evaluation Method",combined with the actual situation of CD Rural Commercial Bank,uses the analytic hierarchy process to scientifically calculate the weight of each indicator,so as to obtain the overall indicator system of the CD Rural Commercial Bank Balanced Scorecard,and then combine the actual conditions to screen the indicators.The performance evaluation system for all types of employees in the head office and branches.Finally,it points out that CD Rural Commercial Bank needs to pay attention to the implementation of the balanced scorecard and the corresponding safeguard measures.This article aims to adjust the performance evaluation system for CD Rural Commercial Bank and improve the existing performance evaluation system through the use of the balanced scorecard method,thereby improving the performance management level,mobilizing the enthusiasm of employees for work,exploring the innovation potential of employees,and implementing strategies Planning to further improve the core competitiveness of the enterprise.
