As a spatial carrier of rural tourism activities,star rated rural tourism destination is not only a demonstration of rural tourism destination construction and management,but also reflects the ability and level of comprehensive development of regional rural tourism resources.Since its birth,its spatial research has attracted much academic attention.According to the research paradigm of "feature mechanism optimization",some scholars have revealed that the space of Star Rural Tourism Destinations in some provinces and cities is in the trend of agglomeration and distribution,introduced the rural tourism policy into the model as a variable,and answered the question of the "yes" and "no" impact of regional rural tourism policy on the spatial agglomeration of star rural tourism destinations.However,the correlation between the two alone can not explain the mechanism of policy factors on the spatial distribution and evolution of star rural tourism destinations,and if the effect of policy at the spatial level is not considered,it will make it difficult for rural tourism policy to play its role.Based on this,according to the idea of "current situation combing evolution characteristics correlation function strategy refining",this paper first systematically recognizes the current situation and evolution characteristics of the spatial distribution of five-star rural tourism areas in Hunan Province from 2007 to 2020 by using spatial analysis methods such as nearest neighbor index,kernel density,spatial correlation and standard deviation ellipse.Secondly,using the content analysis method,with the help of NVivo and geoda software,this paper discusses the general situation and context of rural tourism policy changes in Hunan Province and its correlation with the spatial distribution and evolution of five-star rural tourism areas.Finally,combined with the policy space selection theory of regional coordinated development and the "triangular cone" conceptual model of economic development strategy design,according to the three stages of 2007-2010,2011-2015 and 2016-2020,this paper makes an indepth analysis of the relationship between the change of policy space selection and the spatial distribution response of five-star rural tourism areas,clarifies the interaction mechanism between them,and puts forward optimization strategies.The results show that: 1.The spatial distribution of five-star rural tourism areas in Hunan Province presents a "weak equilibrium" state as a whole,which represents the characteristics of "agglomeration" to various areas with better conditions,such as plain and low hill areas,scenic spot edge areas,economic development advantage areas,areas along transportation lines and so on.2.During the study period,the agglomeration process of the spatial distribution of five-star rural tourism areas has obvious "positive spatial autocorrelation",which is embodied in the high agglomeration pattern of some districts and counties of Changsha,Xiangtan and Changde.2.The change of rural tourism policy in Hunan Province has the characteristics of rising fluctuations in the number of documents issued,high consistency between the time node of documents issued and the national strategy and the "Five-Year Plan" node,and multi sectoral coordination of the main body of documents issued.It covers three policy tools: supply-oriented,environment-oriented and demand-oriented.The policy objectives include three aspects:guarantee,support and guidance of rural tourism development,which has been improved according to the multiple considerations of rural tourism development.On the whole,rural tourism policy has a positive correlation with the spatial agglomeration and distribution of fivestar rural tourism areas,but the effect is lagging and periodic.3.In the three stages of exploration,expansion and promotion of the spatial choice change of rural tourism policy in Hunan Province,the regional comprehensive spatial policy has changed into the integration of dual spatial attributes,and guided the spatial distribution of five-star rural tourism areas in coordination with the sub item spatial policy,which has experienced the transformation process of point density,circle coordination and central peripheral structure.However,Hunan Province still lacks the top-level comprehensive space policy for rural tourism,and the policy system needs to be improved,which weakens the "directivity" of the choice of policy space to a certain extent.4.Following the spatial paradigm of "regional dispersion local agglomeration",this paper considers the formulation of rural tourism policy in the order of spatial guidance(zoning of rural tourism types),project classification(spatial layout of rural tourism)and land guarantee(rural tourism land planning).And from the perspective of policy level coordinated transmission,this paper puts forward the optimization path of rural tourism policy,in order to promote the high-quality development of rural tourism.
