In the 14th Five-Year Plan,specifically to promote the healthy development of infrastructure real estate investment trust(REITs),infrastructure public offering REITs has been promoted to national major strategic height,to promote the development of investment products and channels,infrastructure implementation heavy assets into heavy operation is critical,improve the infrastructure market price system and resource allocation system,realize the efficient use of resources,to build investment new development pattern is of great significance.Since the official listing of infrastructure public offering REITs in June 2021,the overall performance has been relatively stable,which has played a good demonstration role in the pilot work of REITs.However,at present,domestic public offering REITs are still in the initial stage,and the relevant policy system,operation mechanism,product scale and fund operation mode are not perfect,and hidden risks are gradually emerging.Therefore,if effective management research is impossible for various risks existing in REITs,it will seriously restrict the long-term development of infrastructure public offering REITs.Based on this,this paper takes Capital Water Co.Ltd Public Offering REITs as the research object,analyzes the key risk factors from the perspective of risk assessment and control,and puts forward targeted risk control suggestions for the final results.The main work is summarized as follows:First,identify Capital Water Co.Ltd Public Offering REITs.Using the flowchart method to analyze the risks of policies,regulations,credit,technology,marketization,management and operation in the establishment,issuance,and operation of Capital Water Co.Ltd Public Offering REITs;second,based on the risk factors in the evaluation,construct Capital Water Co.Ltd Public Offering REITs risk assessment system,calculate the weight of important indicators,and use fuzzy comprehensive evaluation method to evaluate the overall risks and key risks in the operation of Capital Water Co.Ltd Public Offering REITs.Third,put forward risk control suggestions based on the assessment results.The risk control suggestions of Capital Water Co.Ltd Public Offering REITs are put forward from the five perspectives of policies and regulations,credit,technology and market operation and management.Through research,this paper concludes that the overall risk level of Capital Water Co.Ltd Public Offering REITs is general,but the operation management risk and credit risk rating are relatively high.It is necessary to further study and improve relevant laws and regulations,optimize the management structure,and improve the ability of management personnel,so as to reduce the negative impact of fund operation risk and credit in all stages.The results of the case study verify the reliability of the evaluation system and provide reference for promoting the steady and sustainable development of public infrastructure REITs in China.
