Research On Measurement And Influencing Factors Of High Quality Development Of Grain Industry

The world today is experiencing unprecedented changes in a century.Against the backdrop of increasing internal and external uncertainties,the importance of food security has become even more prominent.In recent years,with the excessive consumption of resources and the tightening of environmental constraints,the development of China’s grain industry is facing many challenges,such as the "non-grain" of resource factors,food quality and safety issues,and international trade barriers.The traditional factor-driven grain production model is difficult to sustain,and the pressure on the transformation of the grain industry is severe.It is imperative to promote the transformation of the grain industry to high-quality development of "green agriculture" and "quality agriculture".In 2023,the No.1 central document of the Central Committee again emphasized the issue of food security and proposed to stabilize food production and coordinate food regulation.Therefore,achieving high-quality development of the grain industry is not only the realistic requirement of adapting to the characteristics of the development stage of the times and social transformation,but also the only way to ensure national food security,implement the "two mountains" concept and realize rural revitalization.This paper focuses on the high-quality development of the grain industry,constructs the evaluation index system of high-quality development of the grain industry based on the new development concept,uses the panel data of 31 provinces(cities)in China from 2011 to 2020,uses the entropy method to calculate the high-quality development level of the grain industry in China,and analyzes the current situation of high-quality development of the grain industry in China from the perspective of time and space,Finally,the system GMM model is used to conduct empirical analysis on the factors affecting the high quality of the grain industry,and relevant countermeasures and suggestions are put forward based on the research conclusions.The research conclusions of this article are as follows:(1)The overall high-quality development of China’s grain industry is showing a low level and stable upward trend,and there is room for growth;(2)The five dimensions of high-quality development in the grain industry have different trends,and regional and provincial differences are significant;(3)The impact of human capital,fiscal support for agriculture,grain structure,industrialization,and urbanization on the high-quality development of the grain industry is significant,but there are differences in the direction of their effects.Given the above conclusions,this article proposes the following policy recommendations:(1)balance efficiency and efficiency improvement,and promote the persistence of improving the quality and efficiency of the grain industry;(2)Adapting measures to local conditions and strengthening the role of the three major functional areas of grain;(3)Increase financial investment in supporting agriculture and strengthen supervision and management of fund utilization;(4)Bilateral flow of urban-rural factors and optimization of industrial and agricultural sectors;(5)Improving the Education Level of Farmers and Cultivating Specialized Farmers.
