Rural tourism plays a crucial role in comprehensively promoting the revitalization of rural areas and accelerating their high-quality development.Due to the rapid expansion of the tourism industry,the current stock of available land is insufficient to meet its growing demands.At the same time,the accelerated process of urbanization has resulted in increasingly severe land abandonment and rural hollowing-out in less developed areas that rely mainly on traditional agriculture.Given this situation,finding effective ways to activate the idle resources in traditional agricultural areas and provide land for the development of the tourism industry has become a shared concern among various sectors of society.Given the complex land issues in traditional farming areas,this thesis investigates the potential of land system reform at the village operational level to stimulate rural tourism by reforming the residential base system.This study is of significant importance in promoting tourism development in traditional farming areas.The study employs the "Situation-Structure-Embedding-Performance"(SSEP)analysis framework,and utilizes a combination of questionnaire surveys,statistical analysis,and interviews to conduct an in-depth exploration of the land system reform path for promoting rural tourism development in traditional agricultural areas.Firstly,the study investigates and analyzes the overall situation of extensive land use in Yongfeng County,and identifies common problems that constrain the development of rural tourism in the area.Secondly,Village X in Yongfeng County is selected as a case study to further uncover the underlying mechanisms embedded in the aforementioned common problems.The research results are as follows:Firstly,based on a thorough investigation and analysis,it was found that prior to the land system reform,Yongfeng County had a significant issue of extensive land use.This was mainly due to the prevalent idle use of homesteads and farmhouses,hindrances in the smooth circulation of "two idles" resources,and obstacles in farmland circulation,which resulted in inadequate availability of land resources for the tourism industry and severely hampered the development of rural tourism.Secondly,the case study of Village X in Yongfeng County based on the SSEP framework reveals the following:(1)Prior to the land system reform,Village X faced a shortage of land resources resulting in limited available land area,extensive land use,and difficulties in the collective land recapture due to an imperfect market,which impeded tourism enterprises from acquiring land.(2)Based on this initial situation,Village X implemented specific measures such as guiding illegal land use to withdraw,coordinating and planning land use,and setting up a trading platform to attract foreign investment,all under the guidance of the "separation of ownership,contracting,and management rights" policy,in order to provide land resources for the tourism industry.(3)Village X successfully attracted investment and developed farm stays and scaled up landscape crop planting through the land system reform,while also broadening the channels for collective and individual income,achieving the performance goal of promoting rural tourism development.Finally,the case study demonstrates that the embedded land system reform in Village X has successfully addressed the issue of inadequate land resources for tourism development and significantly stimulated rural tourism,validating the theoretical analysis.The thesis proposes a land system reform path to further advance rural tourism,which involves implementing the"three land rights" system,building a trading platform,and achieving an equilibrium state of residual control and claim rights.In conclusion,the primary argument of this study is that the implementation of the house base system reform has helped consolidate the collective ownership status of Village X’s traditional farming area,while activating land factor rights through the optimization of market transaction and rights allocation mechanisms.By breaking through the land supply dilemma,the village has successfully achieved the performance goal of promoting the efficient development of rural tourism.The land system reform pathway of X Village in Yongfeng County offers three important insights for promoting tourism development in similar villages:(1)village-level land system reform should be promoted to facilitate rural tourism development;(2)effective promotion of village-level land system reform requires integrating the national macro system into village operations;(3)activating land factor rights in accordance with local conditions is the key measure to promote village-level land system reform.Additionally,this article’s marginal contribution is the innovative use of the SSEP framework in conducting case studies and exploring the "institutional embedding" pathway for land system reform,which provides a novel research idea for studies related to rural land management. |
