Research On Traditional Rural Homestead Management Under IAD Framework

With the advancement of urbanization and industrialization,rural labor force and village elites migrate to cities and towns,and the phenomena of hollowing out and inefficient use of homestead appear in rural areas.The homestead governance problem has attracted more and more attention.Compared with the special areas with obvious geographical advantages,superior resource endowment and special policy treatment,the problem of homestead utilization in traditional rural areas with scarce resource endowment is more serious and less concerned by the society and academia.Traditional agricultural areas are faced with such problems as lack of natural resources endowment,lack of subjectivity and difficult construction of a "virtuous" cycle path of governance.Based on traditional rural areas,this paper explores the homestead governance path that can achieve "good governance" and survive for a long time in traditional rural areas,so as to provide an effective practical path for homestead governance for rural revitalization strategy.The main research contents of this paper are as follows:(1)The theoretical basis of traditional rural homestead management under the framework of institutional analysis and development.This paper explains the governance attributes of public things in traditional agricultural areas and homesteads,introduces the theoretical basis of Institutional Analysis and Development Framework(IAD framework)and builds situational framework,and proposes a systematic and universal research framework of public things governance.(2)Case study of homestead management.In-depth analysis of Yujiang District H village house base exit system reform and Wan ’an County X village house base renovation project analysis cases regional homestead governance model path.(3)Construction of long-term mechanism of homestead governance under the governance theory of public things.After a comprehensive analysis of the effects and deficiencies of the two cases,the author tries to put forward corresponding policy suggestions and construct the traditional homestead governance path that can achieve "good governance" and survive for a long time.The research shows that:(1)Both rural governance and homestead governance in traditional rural areas are the multiple interactions between multiple participants in the action stage and actors participating in governance under the influence of natural material conditions,economic and social attributes,and general institutional rules.The resulting results will build a new round of feedback mechanism for homestead governance.(2)There is no "panacea" institutional solution for homestead governance in traditional rural areas,and specific governance problems often require a mixed mechanism of government,market and local society.(3)The virtuous cycle of governance path not only requires the construction of the initial template of governance model under many variables,but also the continuous improvement and update of the system of rules and regulations is an important "orientation" to promote the long-term operation of governance model.
