Study On The Measurement And Influencing Factors Of The Urban-Rural Integration Development Level Of China Central Region

With the victory of the 20 th National Congress of China,China’s social development trend is good,but the problem of unbalanced development between regions still exists,among which the problem of unbalanced development between urban and rural areas is particularly prominent.The central region of China has the advantage of connecting the north and south and taking over the east and west,which is pivotal to the development of "internal circulation" in China.However,with the policy of reform and opening up,the development of the central region is not sufficient,and there are problems such as lagging economic development,serious population loss and industrial structure disorder,so that it becomes The "central collapse" of the bad situation.Since 2004,China clearly put forward the "Central Rise" development strategy,the central region to keep pace with the times,and gradually become the cornerstone to ensure the country’s rapid economic growth.This paper will take six provinces in central China,namely Shanxi,Anhui,Jiangxi,Henan,Hubei and Hunan provinces as the research objects,and establish an evaluation system for the level of urban-rural integration development,select the time series data from 2000 to 2020,and measure the level of urban-rural integration development in each province using principal component analysis.At the same time,the regression analysis of the factors influencing the level of urban-rural integration development was conducted using individual fixed-effects model,and corresponding suggestions and measures were proposed for the urban-rural development of each province.The findings of this paper include: First,from 2000 to 2020,the overall level of urban-rural integration in the central region is on the rise,but the level of development varies and shows a trend of unbalanced development between provinces;Second,from2000 to 2020,the problem of urban-rural ecological integration and development needs urgent attention,and in the pursuit of high-speed development,more attention should be paid to high-quality development and green development.Third,the level of opening to the outside world and the level of marketization have a positive contribution to the level of urban-rural integrated development;fourth,government policy bias,the level of land urbanization,changes in industrial structure,and the level of education will increase the gap between urban and rural development.According to the conclusion of the study this paper proposes the following countermeasures: First,create a mechanism for interaction between urban and rural elements,promote the integration of urban and rural element markets,speed up the market-oriented reform of urban and rural elements such as human resources,capital and technology in the central region,create a mechanism for interaction between urban and rural elements,make good use of the policy of introducing talents,actively guide all kinds of talents to respond to the national policy to take root in the countryside,and promote the reasonable flow of human capital between urban and rural areas;Second,promote infrastructure interconnection,promote the equalization of public services between urban and rural areas,promote the construction of transportation and information infrastructure in the central region;promote the equalization of basic public services such as education,medical care and culture between urban and rural areas in the central region,increase the financial expenditure on basic public services such as medical care,education and culture between urban and rural areas,and appropriately increase the government’s financial transfer payments to rural areas;Third,improve the level of open development between urban and rural areas in the central region,and To improve marketization and promote the open development of urban-rural integration in the central region,we should lower the threshold of market access and focus on the development of non-public economy based on the continuous reform of state-owned enterprises.Fourth,to strengthen environmental protection and promote the integration of urban and rural ecological environment,China must vigorously develop economical agriculture,recycling agriculture,ecological agriculture and strengthen rural ecological environmental protection at present and in the future.
