Since China entered the aging society as a whole,the aging of the population has been accelerating and deepening.Compared with the national average,the aging rate of hebei province is faster and deeper,and the task of coping with the aging population is very difficult.To accelerate the development of social pension service industry and actively cope with the aging of the population has become a major livelihood issue concerned by the provincial party committees and governments at all levels,widely concerned by the society and urgently expected by the masses.Most of the elderly population in hebei province is concentrated in rural areas.Due to various reasons,compared with urban areas,the coverage of medical care and old-age service facilities in rural areas of hebei province is relatively low,making the old-age care situation more severe.In 2017,the 13 th five-year plan for the development of undertakings for the aged and the construction of the old-age care system in hebei province was promulgated by the hebei provincial government,which proposed to establish a multi-level old-age care service system based on the home,supported by communities,supplemented by institutions and combined with medical care by 2020.At present,the pension service industry in hebei province has been developing continuously and achieved certain results.However,in the author's field investigation,there are many problems in the rural pension service in hebei province,especially the serious imbalance between the supply and demand of social pension service.Based on the above background,based on the theory of social support,maslow's hierarchy of needs theory,supply and demand balance theory as the theoretical basis,using research methods such as literature research,statistical analysis,the investigation was carried out on the rural elderly endowment situation in hebei province,through the regression analysis and other methods to research and analyze the data,and compare in detail the imbalance between supply and demand,to put forward the corresponding countermeasures and Suggestions.The research is mainly carried out from the following five parts:First,the introduction.It mainly includes the research background,researchsignificance,relevant literature review,research content and research methods,innovation and shortcomings of the research.Second,related concepts and theoretical research.On the one hand,the concept and connotation of the imbalance between the supply and demand of social pension services are sorted out through literature review and relevant policies.On the other hand,the main theories involved in this study are found to provide theoretical basis and support for this paper and lay a theoretical foundation for the follow-up research.Third,the supply and demand of rural social pension services in hebei province.Through the investigation of the demand and supply of social pension services for the rural elderly in five cities,namely shijiazhuang,xingtai,qinhuangdao,chengde and zhangjiakou,first-hand information was obtained.On the one hand,the supply of rural social pension services in hebei province is analyzed,mainly including the supply of supporting policies,service facilities,service projects and service personnel.On the other hand,descriptive analysis and logistic regression analysis were used to analyze the demand status of social pension services for the elderly,and it was found that there was an imbalance between supply and demand of rural social pension services in hebei province.Fourth,the basic characteristics and causes of the imbalance between supply and demand.According to the above analysis of the influence factors of supply and demand,and demand,on the one hand,carding summed up the characteristics of the rural social endowment service supply and demand imbalance in hebei province,mainly including: social endowment service facilities shortage and irrational structure,social endowment service supply and demand does not match for the elderly,specialized pension service personnel supply and demand imbalance,high degree of social endowment service project requirements,low utilization rate,social endowment service supply relative excess;On the other hand,the causes of the imbalance are analyzed,which mainly include: the policy obviously has the tendency of "giving priority to the city,giving priority to the countryside",the old people's insufficient ability to purchase the elderly care services,and the old people's lagging idea of the elderly care services.Fifth,countermeasures and Suggestions.Finally,based on the characteristics of the imbalance between the supply and demand of rural social pension services in hebei province and the above analysis of the situation of the supply and demand of rural social pension services in hebei province,the paper puts forward some countermeasures and Suggestions to improve the imbalance.Include: Construction old-age service facilities as a whole,optimize rural endowment service supply,strengthen the rural old-age home,radiation old man,mutual happiness that occupy the home court promoted as "embedded" endowment service center,in towns and townships based medical have combined with comprehensive pension service center),promoting the disposable income of the elderly,to expand effective demand,enhance the level of rural social endowment insurance,perfecting the land circulation system,improve income)in the elderly,attract social capital to enter,boost rural old-age service industry development in hebei province(policies to attract social capital to participate in social pension services,pension services market),family support policies,There are six points: giving play to the supporting role of families,strengthening the training of talents in the old-age service industry,establishing a sound talent training system,and remolding the concept of old-age care for the elderly in rural areas.
