As a big manufacturing country, the quality of its manufacturing industry has always been an important indicator of the competitiveness of every country. With the coming of digitization process, information technology and traditional manufacturing industries compete to merge, and information technology has given rise to the rapid development of digital economy and continuously promoted the transformation and upgrading of manufacturing industry. In this process, how to seize the opportunity of the central provinces to actively promote the process of manufacturing digitization has become an important topic. The six central provinces are located in the central belt of China.Accelerating the development of the central region is an important strategic measure to enhance the competitiveness of our country. It is also an objective requirement to integrate the east with the west, link the north with the south, and promote regional economic development. With its unique resource endowment and industrial base, the six central provinces are in the leading position in the whole country. With the implementation of the Central Rise Strategy, the development of the digital economy has been paid more and more attention to among the six central provinces. The integration and development of digital technology and manufacturing have begun to bear fruit, and the driving role of the digital economy has been gradually demonstrated.Taking six central provinces as research objects, this paper analyzes the difference between the development level of digital economy and the upgrading level of manufacturing from 2011 to 2020.Based on technological innovation theory, industrial structure upgrading theory and human capital theory, this paper analyzes the influence mechanism of digital economy development on different targets.Combining with practice, the digital economy development level evaluation system is constructed from three aspects of digital industrialization, industry digitization and digital infrastructure development, and the digital economy development index of six central provinces is measured by entropy method. At the same time, the manufacturing industry is divided into three categories according to the level of technology,namely,low-end manufacturing,middle-end manufacturing and high-end manufacturing. Then, the paper constructs a panel regression model to explore the factors of digital economy development in promoting manufacturing upgrading in six central provinces, and the different effects on manufacturing upgrading in different regions with different levels of government participation. Finally, through grey correlation analysis, this paper explores the degree to which specific factors in the development of the digital economy affect the upgrading of manufacturing. The conclusion of the study shows that in the period 2011-2020,the level of digital economy development in the six central provinces, although the internal differences are obvious, generally shows a stable improvement, the development prospect is good. The level of manufacturing upgrading in the six central provinces has been affected by national industrial restructuring and regional policies in the past decade.Through the panel fixed effect model,it can be concluded that the development of digital economy in six central provinces has effectively promoted the upgrading of manufacturing industry. For the provinces with high level of government budget expenditure, the impact of digital economic development on the upgrading of manufacturing industry is more prominent than the provinces with low level of government budget expenditure. Finally, through the grey correlation analysis,it can be concluded that the digital development of industry has the greatest impact on the upgrading of manufacturing, and the digital industrial development has relatively little impact on the upgrading of manufacturing.
