In recent years, due to the occurrence of "black swan" events such as the Sino-US trade war and the new crown epidemic, the world economy has shown a downward trend, trade protectionism is prevalent, and the global supply chain has been affected, which has seriously hindered the development of international trade. As a result, some countries and multinational corporations have begun to explore new trade models to make up for the shortcomings brought about by the restricted nature of trade in goods.Today, many countries have recognized the importance of trade in services, especially high-end services trade,to a country’s economic development, and continue to promote the development of high-end services trade, and so does China. In recent years,China’s high-end services trade has been developing rapidly but with a perennial deficit. Therefore, how to increase China’s high-end services exports and reverse the deficit situation has become a new issue. On November 15,2020,the RCEP agreement was officially signed and entered into force on January 1,2022,which is of great significance to China. This is not only because RCEP is the largest and highest level free trade agreement signed by China so far,but also because RCEP member countries have always been important partners of China’s high-end service trade. After RCEP comes into effect, member countries will not only be freer in the field of goods trade, but also show greater openness in the field of high-end service trade, and in this freer trade and In this freer and more open trade region,China is bound to increase the scale of bilateral trade and investment with member countries and gain more opportunities to export high-end service trade. From the perspective of trade flows, this paper firstly composes and summarizes the studies of scholars at home and abroad in recent years in the fields of trade facilitation,RCEP and high-end service industries;statistics on the scale of China’s exports of high-end service industries to RCEP countries from 2011 to 2018 are compiled and analyzed in terms of industrial structure and regional structure;secondly,a RCEP country trade facilitation evaluation system, and measured by principal component analysis;again, the extended gravity model was used to conduct overall regression analysis of trade facilitation and sub-regression analysis of secondary indicators on the measured results of principal component analysis. The overall regression shows that the level of trade facilitation of RCEP countries, the scale of economic development of countries along the route and the openness of China’s foreign trade all have positive effects on China’s high-end service exports;the economic distance between RCEP countries and China has negative effects on China’s high-end service exports.Sub-regression shows that the infrastructure, institutional environment and customs environment of RCEP countries have a positive effect on China’s high-end service exports. Finally, according to the research results,it is found that the improvement of trade facilitation level in RCEP countries will promote the export of high-end service industry in China. Thus, this paper puts forward the suggestions of promoting the construction of free trade zones, strengthening the collaboration of customs management, carrying out infrastructure cooperation and construction, and increasing the investment in the backward countries.
