In recent years,with the increasing speed of socio-economic progress and the significant improvement of residents’ living conditions,the people’s demand for better and better public infrastructure services has become increasingly urgent.Currently,people’s daily life has shifted from having a house to living comfortably.However,the regional boiler houses and local heating facilities previously invested and constructed by the government,collective units and residential communities have become completely incompatible with the requirements of social development and the people’s pursuit of a better life.The limitation of financial,technological,material and human resources of government departments has limited the rapid development of central heating,especially the winter heating business in forced heating areas north of the Qinling Huaihe River boundary.The government has turned to introducing strategic investors through the PPP model to invest in the construction and operation of centralized heating facilities,which well meets the demand for large-scale construction and development of municipal infrastructure.In this situation,private capital through the PPP model has gained access to the winter heating market previously monopolized by government departments.Based on domestic and foreign papers in PPP mode,this article summarizes relevant researches on the operation of PPP mode in the infrastructure field.Currently,researches have paid less attention to the problems encountered in actual operation of municipal PPP projects.This article believes that PPP mode helps to expand the scale of infrastructure supply,but it is limited by some factors during the execution process that may lead to unfavorable situations in the operation of the PPP mode.Combining with the actual operating data of the J city heating business,the analysis and comparison of the operating data and main financial indicators for the period from 2013 to 2022 were conducted.Since the introduction of H Group into J City through the PPP model in2016,the overall central heating has been significantly improved in the main urban areas.However,due to some important operational factors such as pricing and fees not being resolved in a timely manner,the PPP project company has failed to achieve expected effect in the operation process.During the operation period of municipal infrastructure by using the PPP model,due to lack of foresight and no contingency plans by the government and social capital,there is no plan for problems possibly encountered in the operation process.Governmental authorities are accustomed to using their administrative power to regulate the central heating business,rather than fully respecting the spiritual essence of the PPP model of “benefit sharing,risk sharing,and win-win cooperation”and implementing the PPP agreement completely.So the social capital side is in an unequal position and its own interests cannot be fully protected.Through the case study,in order to protect the interests of social capital in the PPP model,this article,in response to the above issues,proposes corresponding suggestions that the government should deeply promote the application of PPP mode in the field of municipal infrastructure,timely and reasonable pricing are key factors for the successful operation of user paid PPP projects,and it is necessary to strengthen close cooperation between the government and social capital.
