Research On The Development Strategy Of New Rural Collective Economy In Pingchang County Of Sichuan Province From The Perspective Of Common Prosperity

Eliminating poverty,improving people’s livelihood and realizing common prosperity are the common vision of the Chinese people and the essential requirements of socialism.Common prosperity is the prosperity of the entire people,and to take the road of common prosperity for all the people,we must eliminate all kinds of imbalances and insufficient factors that restrict social and economic development.After the great victory of poverty alleviation and overall moderate prosperity,the goal of the new era has changed to solve the problem of unbalanced and insufficient development,and General Secretary Xi Jinping has stressed that "the most arduous and onerous task of promoting common prosperity is still in the countryside".How to enhance the prosperity of the broad masses of peasants is a task that urgently needs to be solved at present.The rural collective economy is an important part of China’s rural economy,and plays an extremely important role in improving the basic rural management system,promoting the modernization of the rural governance system and capacity,promoting the scale of agricultural operation,and helping farmers increase income.Promoting the high-quality development of the new rural collective economy is conducive to realizing and safeguarding the interests of farmers and leading them to common prosperity in rural areas.Pingchang County is located in the northeast of Sichuan Province,at the southern foot of the Micang Mountains,and is a typical mountainous agricultural county.After the 19th National Congress of the Communist Party of China,Pingchang County actively promoted the reform of the rural collective property rights system,completely eliminated the shell villages of the collective economy,and achieved fruitful results in exploring the path to realize the new rural collective economy.Pingchang County is the epitome of many economically underdeveloped mountainous agricultural counties in China,and its new rural collective economic development process has reference significance for other mountainous agricultural counties.In the new stage of development towards common prosperity,the development of the new rural collective economy should also keep up with the changing requirements of the times.This paper explores the interaction between common prosperity and the new rural collective economy from the three directions of improving the level of agricultural productivity,consolidating and improving the rural basic management system and redistribution system,promoting the modernization of rural governance and developing rural public undertakings,and at the same time,combined with the practice of the development of the new rural collective economy in Pingchang County,explores the four development types of the new rural collective economy in Pingchang County in improving agricultural productivity and agricultural efficiency,increasing farmers’ disposable income and improving the personal quality of farmers.The role of promoting the construction of rural public services in three aspects.The problems existing in the development of the new rural collective economy in Pingchang County to promote common prosperity are put forward in a targeted manner,and corresponding development suggestions are put forward on the existing problems,in order to provide experience reference and decision-making reference for the development of the new rural collective economy in other mountainous counties.
