| Since the implementation of the poverty alleviation policy,great achievements have been made in our fight against poverty.In particular,by 2020 the country will have won the poverty alleviation war on schedule,the absolute poverty population will be eliminated,and the goal of building all-round Xiaokang has been smoothly achieved.China has entered a new stage of rural revitalization.At this new stage in our history,our work on poverty alleviation will shift from winning the poverty alleviation war to exploring the sustainability of a comprehensive approach to poverty eradication,with a focus on consolidating poverty alleviation achievements,we will promote a comprehensive and effective interface between poverty eradication and rural revitalization.It will be a major challenge to our country to consolidate and expand the achievements of the poverty alleviation,stimulate the internal development momentum of the people who have been lifted out of poverty,and bring the people who have been lifted out of poverty into a stable and sustainable state of poverty eradication.Under the above background,this paper combs and analyzes the sustainable poverty alleviation policy of Hebei province based on the theory of sustainable livelihood and the theory of feasible capacity.By using the methods of questionnaire and participatory investigation,the sustainable poverty alleviation of the poverty alleviation population in 10 poverty alleviation counties in Hebei province was investigated and studied.The field investigation found that the poverty-stricken counties in Hebei province had made remarkable achievements in the previous phase of the work on poverty relief,solved the problem of“Two do not worry about three guarantees”,raised the income level of the poverty-stricken population,and improved the rural infrastructure constantly,however,there are still many difficulties in the implementation of the sustainable poverty eradication policy.Stable income increase is the key to poverty alleviation.Based on the analysis of the policy of sustainable poverty alleviation in Hebei province and the results of field investigation,this paper analyzes the problems existing in the implementation of the policy of sustainable poverty alleviation.They are: first,there are limitations in the implementation of industrial support policy,second,difficulties in the implementation of employment support policy,third,the implementation of the bottom-up security policy is not good.Based on the theory of sustainable livelihood and the theory of feasible capacity,and the actual situation of Hebei province,this paper expounds the reasons from three aspects of the choice of livelihood strategy,the promotion of human capital and material capital,which are as follows: first,the industrial support policy is restricted by the objective environment,and second,the employment support mechanism is not perfect,third,there is a lot of pressure to ensure the implementation of policies.Finally,the paper puts forward feasible suggestions on the effective implementation of the sustainable poverty alleviation policy from three aspects:promoting the leading role of industry,perfecting the employment support system and perfecting the“Bottom-covering net” of social security.This paper combines the analysis of the sustainable poverty alleviation policy in Hebei province with the eco-friendly living theory and the feasible ability theory,analyzes the problems and reasons in the process of the policy implementation,and provides a train of thought for the study of the sustainable poverty alleviation,it provides a reference for the improvement of the sustainable poverty alleviation policy in other regions. |
