Research On The Problems And Countermeasures Of Poverty Alleviation Policies

Solving or alleviating of poverty is the basic requirement for human survival and development.As a China's underdeveloped inland area,there are a large base and wide distribution of poor population in S province,which takes a heavy burden and embark on a long road.In this paper,taking S Province as an example,the author makes a systematic thinking on the problem of poverty alleviation in rural areas,and comprehensively describes the present situation and existing problems and depth analysis of the reasons,and then put forward a series of ways to improve the rural poverty alleviation policies.First of all,main anti-poverty theory of abroad,domestic and S province,is summarized.And some correlation theory is analyzed systematically from the concept of poverty,standards and measurement methods as well as the relations between government and the poverty.Secondly,S Province is discoursed upon the current situation of poverty-stricken counties,concentrated poverty areas and poor population,and some characteristic of centralized and scattered distribution,human poverty,multidimensional poverty and high return-poverty rate;it is expounded on the subject at the evolution of poverty alleviation policies and a series of achievements in poverty alleviation.Lastly,this paper systematically discusses the problems in the implementation of poverty alleviation policies as follows,unilateralism of the poverty alleviation standards,the deviation of the benefited poor persons,the poor coordination of management and insufficient input and low efficiency of resources,and then put forward the reasons of above problems as follows,inaccuracy of poor population identification,imperfection of poverty alleviation cooperation mechanism and reasonableness of poverty alleviation resources allocation.And finally,some ways to improve the rural poverty alleviation policies are proposed as follows,the improvement of targeted poverty alleviation mechanism,the perfection of the poverty alleviationmanagement structure,melioration of public services in poverty areas.
