Research On Government Behavior In Building County Characteristic Industrial Cluster In S County Of Hebei Province

The concept of "high quality" was first put forward at the 19 th CPC National Congress in2017.In 2022,the Party’s 20 th National Congress once again pointed out that high-quality development is the primary task of comprehensively building a modern socialist country.Focusing on high-quality development,as early as 2019,the General Office of the Hebei Provincial Government issued the Work Plan for the Revitalization of County Characteristic Industries in Hebei Province,which required the cultivation and development of a number of large scale,high degree of specialization,good extension and compatibility,and strong support and driving force of characteristic industries,so as to become the main engine of high-quality development of county economy.There are 168 counties(cities,districts)in Hebei Province.Up to now,through the voluntary behavior of enterprises,some counties have formed industrial clusters with territorial brand effect,such as Anping wire mesh,Qinghe cashmere and Baigou leather suitcase.However,most counties and urban areas in Hebei Province have not yet formed advantageous industrial clusters,and the scattered industrial development structure restricts the high-quality development of regional economy and society.This paper takes S County of Hebei Province as an example to study the characteristics and influence of local government behavior in the process of building county characteristic industrial clusters.Based on the theory of government function and market failure,the paper uses the methods of literature analysis,interview and SWOT analysis to analyze in detail the advantages,disadvantages,opportunities and threats in the process of building county characteristic industrial clusters in S County.Then,the paper analyzes and summarizes the government’s good behavior,effect,abnormal behavior and causes in building the county characteristic industrial cluster in S County,and sorts out the government behavior path of developing and expanding the county characteristic industrial cluster,that is,comprehensively implementing measures such as strengthening basic guarantee,unblocking departmental liaison,increasing policy support,improving talent training,implementing supervision and assessment,etc.It provides an effective reference for the development of characteristic industrial clusters in S County and other non-county brand counties(cities,districts).
