In21st century, global climate warming and environmental pollution has become more and more serious. Economic development now can never ignore its impact on natural environment, and should develop with environment harmoniously. Low-carbon economics is just the pathway to realize such harmonious development. Industrial cluster is an important carrier of regional economy development. Its unique cluster effect can bring brilliant competitive advantage, like public resource sharing, technology innovation etc. Industrial cluster can greatly promote the local economic growth. But most of our domestic industrial clusters are manufacturing industries, which overly concerned economic benefits. The development model adopted with high input, low output and high emission has brought serious pollution to the local natural environment, that doomed their unsustainability. The thesis first introduces the basic contents on industrial cluster and low-carbon economy theory, to find the point that can combine industrial cluster and low-carbon economic development together,which shows that the unique innovation environment formed by the cluster effect in industrial cluster can greatly enhance the introduction and innovation of low-carbon technology and system. The same way, scale economy generated by low-carbon economy can be brought about better in industrial cluster.The thesis chooses the forging industrial cluster in Dingxiang County, Shanxi Province as the study object, use the first hand materials, firstly introduces the forging cluster’s developing process and character from government, enterprise and service organization. Then analyze internal condition and extenrnal environmental factors that can affect industrial cluster’s decarbonization development, using SWOT analysis method mainly. On account of these analyses, raises three feasible paths and corresponding measures that can help forging industrial cluster turn to low-carbon development in Dingxiang County. Based on these analysis, Dingxiang County can make effort from three aspects:firstly speed up the low-carbon system; secondly perfect cluster net structure to drive low-carbon technology innovation through speeding up infrastructure construction; and lastly enhance low-carbon management system construction in enterprises. Hopefully these measures can provide certain referring suggestion to the low-carbon development of forging industrial cluster in Dingxiang County.
