The report of the Twentieth National Congress of the Communist Party of China clearly mentioned that it is necessary to "develop new agricultural business entities and socialized services,and develop agricultural operations on an appropriate scale".In 2023,the No.1 central document of the Central Committee also pointed out that it will "carry out in-depth actions to improve new agricultural business entities".The importance of the new agricultural business entity in promoting China’s new agricultural modernization,poverty alleviation and rural revitalization and other important strategies can be seen.Under this background,this thesis selects Y Town of Deyang City,a pure agricultural township,to study and analyze its new agricultural management subject.On the one hand,it has certain guiding significance for enriching the research theory of developing new agricultural management subject in the region.On the other hand,it is of great practical significance to study the future development strategy of the new agricultural business entities in Y Town by analyzing the current situation,shortcomings and experience of the development of the new agricultural business entities in Y Town.This thesis first analyzes the general development of agriculture in Y town and the development status of new agricultural business entities,and summarizes the main problems faced by the development of new agricultural business entities in Y town.Secondly,a questionnaire survey and personal in-depth interviews were conducted on the new agricultural business entities in Y Town.96 valid questionnaires were collected and6 personal interview records were obtained.From the analysis of the internal and external factors restricting the development of the new agricultural business entities in Y Town,the following important conclusions were obtained: from the perspective of internal factors,the comprehensive ability of the leaders was not strong,and the willingness to actively strive for policies was insufficient.Third,the current investment in agricultural machinery and technology is insufficient.From the perspective of external factors,the first is the lag of agricultural supporting facilities,which affects the scale expansion of new agricultural business entities.The second is the insufficient supply of rural labor,which leads to the continuous high labor cost.The third is the relatively single financing channel,which makes the gap of production funds easy to exist.The fourth is the deviation between the formulation of support policies issued by the government and the actual situation at the grass-roots level.Then three typical cases were selected for comparative analysis,showing the two successful cases of S village collective economic organization and JSY farmers’ cooperatives,and the failure case of XR family farm,which showed that formulating development strategies according to local conditions,actively striving for government support policies,extending the industrial chain and brand construction,agricultural machinery and labor force were the prerequisites for the growth of new agricultural operators,the important guarantee for development,and effective means,respectively important support.Based on this,this thesis puts forward the following countermeasures and suggestions: for the new type of agricultural business entities,one is to actively improve their own ability and quality,the second is to increase the proportion of agricultural machinery investment,and the third is to enhance the enthusiasm of supporting policies.In order to improve the external environment of new agricultural business entities,it is suggested that the first is to improve the rural employment and entrepreneurship environment and attract the return of labor force,the second is to consolidate the construction of agricultural infrastructure and supporting facilities,the third is to strengthen financial support,and the fourth is that policy support should be implemented accurately according to the actual situation at the grass-roots level.
