Research On The Impact Of AI Policy On Enterprise Technological Innovation

Artificial intelligence as a major force to promote a new round of scientific and technological revolution and industrial change,is also a "super wind" of future technological innovation,each country attaches great importance to the development of artificial intelligence.The government of China has promoted the development of artificial intelligence as a major top-level design to improve the country’s comprehensive competitiveness,and in recent years,from the central to local governments have issued a series of policy documents related to the development of artificial intelligence industry,to increase the support of the artificial intelligence industry to enhance the innovation capacity of the whole society.As the carrier of innovation activities,enterprises’ technological innovation behavior is affected by a variety of internal and external factors.Among them,how the policy environment as an external factor affects enterprises’ technological innovation needs to be studied.Therefore,this thesis studies the impact of AI policies on technological innovation of enterprises,and puts forward targeted policy recommendations based on the research conclusions,so as to provide empirical evidence for improving China’s AI policy system,so as to improve the technological innovation ability of enterprises and promote China’s transformation into an innovative country.This thesis takes a total of 21 artificial intelligence policy documents issued by various provinces and cities from 2010 to 2021 as the research object.And uses the text analysis method to explore the characteristics and facts of the content of artificial intelligence policy texts from the perspective of policy tools.The entropy method is used to construct a comprehensive indicator of enterprise technological innovation,and a descriptive analysis is conducted on enterprise technological innovation capability from three dimensions: time,region,and industry.Secondly,based on the technology innovation data of all A-share listed companies in China from 2010 to 2021 collected from the Guotai An Economic and Financial Research Database,the China Statistical Yearbook,and the China Science and Technology Statistical Yearbook,as well as control variable data at the enterprise and provincial levels,the double difference method is used to test the direct impact of artificial intelligence policies on enterprise technology innovation.On this basis,the regression results are tested for robustness by means of parallel trend test,adding missing important explanatory variables,and excluding the impact of other competitive policies,and then the heterogeneous impact of AI policies on enterprise technological innovation is analyzed from three dimensions of different regions,industries and enterprise ownership.In addition,the instrumental effect of artificial intelligence policies on enterprise technological innovation was further analyzed.Through empirical test,the following conclusions are drawn:(1)AI policy has a positive role in promoting enterprise technological innovation;(2)The supply and demand policy tools have no significant impact on the technological innovation of enterprises;(3)Environmental policy tools have a significant positive impact on enterprise technological innovation;(4)The combination of different types of policy tools has a more complex and diversified impact on enterprise technological innovation.According to the above research conclusions,this thesis puts forward corresponding policy recommendations from the aspects of increasing enterprise R&D investment,vigorously cultivating scientific and technological innovation talents,improving market competition and optimizing the structure of AI policy tools,and looks forward to the two aspects of broadening the international perspective,exploring the impact of foreign AI policies on enterprise technological innovation and comparative analysis of the impact of AI policies on different natures of enterprise innovation,so as to further deepen the understanding of the relationship between AI policies and enterprise technological innovation.
