By 2020,China had completed poverty alleviation and started the road of rural revitalization.During this transition period,a number of policies,including the "Policies and assistance will continue after poor counties are removed from the poverty list" were issued and used to prevent marginalized populations from returning to poverty and to effectively consolidate the progress in poverty alleviation.Here,by analyzing the scarcity of financial resources in poor rural areas,and exploring the optimization path to improve the efficiency of financial poverty alleviation policy implementation,which has practical significance for effectively carrying out financial assistance in the current transitional period and the subsequent rural revitalization period,and can also alleviate and improve the unbalanced distribution of financial resources in rural areas from the root.Under the background of No.[2017]286 financial poverty alleviation policy,based on the basic theory and literature review,this paper analyzed the existing problems in the financial poverty alleviation work of the whole country and S province,and used the financial poverty alleviation data of S province and relevant economic variable data,and maked an empirical analysis with the help of the event research method and DID method.Finally,corresponding policy suggestions were given.The following is a more specific research process.(1)The following problems generally exist in the process of financial poverty alleviation in China and S Province.National problems:(1)Financial poverty alleviation policies are not targeted enough,and supervision over rural financial institutions is not effective enough.(2)Poverty alleviation loans have high cost and low returns,and problems such as "banks are unwillingness to lend" are common.The lack of basis for granting credit of poverty alleviation loan leads to the difficulty of moral hazard prevention and control.(3)The construction of guarantee system and evaluation and incentive mechanism is not perfect;Limited sales channel for agricultural products;Poor rural areas have poor infrastructure.Problems in S province:(1)The level of economic development of the poor counties is unbalanced,and the overall level of economic development is backward.(2)Agricultural and personal poverty alleviation loans are high risk and low return,and banks generally hesitate to lend.(2)Using the event study method and DID method for empirical analysis,the following two conclusions are drawn:(1)The financial poverty alleviation policy has no significant impact on the incremental scale of poverty alleviation loans and its subcategories in S Province alone.(2)the financial poverty alleviation policy has a positive moderating effect on the incremental scale of poverty alleviation loan,the poverty alleviation loans to support agricultural development,and corporate borrowers.However,it has no significant adjustment effect on the incremental scale of poverty alleviation loans for agriculture,and loans directed to individual borrowers.(3)Based on the research conclusions,the following two main suggestions are made.(1)The financial poverty alleviation policy should focus on the effective implementation in the poor counties;(2)Attention should be paid to the allocation of poverty alleviation loans for agriculture and individual borrowers in poor counties.At the same time,based on the above two suggestions,the paper further gives suggestions on the financial poverty alleviation work in S province and in a wider areas,and expounds it from the perspectives of financial regulators,banks and financial institutions,as well as society and government.
