Xishuangbanna State Financial Poverty Alleviation Policy Implementation Study

In recent years,under the high priority and deployment of Chinese government,the local governments and financial institutions have actively carried out the works of poverty aid,and played a positive role in winning the fight against poverty.Since the poverty alleviation work in Xishuangbanna has been carried out,under the leadership of the Autonomous Prefecture government,the relevant administrative departments and financial institutions of Xishuangbanna have achieved some effects,in poor areas,the poverty aid credit grows fast,the financial ecological environment continuous improvement,poor group financing costs continue to decline,the self-development capacity of poor groups continue to increase.It fully demonstrates the important role of financial policy of government in poverty issues.In order to evaluate the effect and problems of financial poverty alleviation policy more accurately,this paper makes a systematic analysis of Xishuangbanna as an example.First of all,the present situation of the implementation of the policy of financial poverty alleviation in Xishuangbanna is analyzed,and the implementation mechanism,implementation subject and implementation object of the regional policy are summarized,and the existing central and local poverty alleviation policies are summarized.And then evaluate the effectiveness of the implementation of poverty alleviation policy,through the case study qualitative analysis of the financial environment,credit,policy leadership and poverty alleviation sector coordination and other aspects of the implementation of the situation;Based on the linear regression model,this paper analyzes the effectiveness of the policy of poverty alleviation and credit policy.It is found that the level of policy support is positively correlated with the income of residents,and the effectiveness of the policy implementation is verified.Based on the questionnaire survey,this paper analyzes the availability of financial products and services in the poverty-stricken areas,and finds that there are some problems such as high cost of obtaining services,lack of credit mode and obvious publicity effect on the supply of financial demand.On this basis,this paper further analyzed the implementation of poverty alleviation policies in the existing problems and causes,It is found that there are some problems such as imperfection of the organization and leadership system,lack of financial poverty alleviation policy,lack of innovation in policy,imperfect policy supporting mechanism and insufficient coordination of policies in the implementation of the policy of financial poverty alleviation in Xishuangbanna.By comparing the advanced experiences of poverty alleviation at home and abroad,this paper puts forward some suggestions on how to improve the effect of financial poverty alleviation policy in Xishuangbanna.It is believed that it should improve the financial poverty alleviation organization and leadership system,improve the policy of financial poverty alleviation,strengthen policy innovation,improve the policy supporting mechanism,With the policy to increase publicity and other aspects of improvement and improvement,and better play a good Xishuangbanna financial poverty alleviation policy to help push the crucial role of poverty alleviation.This paper studies the current financial poverty alleviation theory and policy to supplement and improve the current Xishuangbanna financial poverty alleviation achievements,the existing problems and constraints,which has a guiding significance for the improvement of the framework and mechanism of poverty alleviation financial policy.
