A new pervasive economic form—the digital economy—has emerged, expanded widely, and had a significant impact as AI,big data, virtual computing, domain name root servers, and other foundational Internet technologies continue to advance through innovation and integration. It has become increasingly important in the restructuring of global factor resources, national economic structures, and patterns of global competition. While the share of culture and related industries’ contributions to GDP has been increasing, the share of innovation output as measured by the number of patent authorizations has not significantly increased. The goal of this study is to determine whether the new digital economy can help to reduce Baumol illness.Similar to the stale business Baumol described, the creative industry depends on the talent, intelligence, and extensive application of implicit and explicit knowledge of individuals. We can find a way to encourage the innovation performance of creative enterprises and thus achieve high-quality development of the overall economy by researching whether the digital economy plays a positive role in the innovation activities of creative enterprises, whether it is related to the size of enterprises, and how its mechanism works. This study chooses 31 provinces and cities, including Beijing,Shanghai, and Zhejiang Province,as provincial samples from 2012 to 2020,calculates the digital economy indicators of corresponding regions, compiles the current state of R&D activities in creative industries above local scale, and chooses 235 creative enterprises listed in Shanghai and Shenzhen from 2012 to 2020 for Tobit regression to examine whether the digital economy has innovation spillover effects on creative industries. The findings demonstrate the uneven development of China’s digital economy and the persistence of the regional digital divide. The innovation spillover effect of the digital economy is helpful in igniting the passion for innovative activities in local creative sectors.However,small-scale enterprises are not sensitive to innovation that mainly affects large-scale enterprises. There are three main ways: to relieve the pressure of R&D investment;Reshape enterprise organization and management;Digital technology enables sales. However, the development of the digital economy has led to rapid changes in style, popular culture, etc.,and rapid updates and iterations, resulting in low innovation income for latecomers and reduced innovation enthusiasm of small-scale enterprises.Based on this, this paper proposes to strengthen the construction of digital economy and implement the differentiated development strategy; With the help of the digital economy,we should focus on content and innovation to develop a new pattern of creative industries;Promote the implementation of digital technology open source strategy in creative industries, and protect the innovation enthusiasm of enterprises themselves;Large scale enterprises reduce pressure and burden, carry out diversification strategy, and small scale enterprises focus on the excavation of differentiation, focusing on vertical segmentation.Large and small enterprises should jointly promote the healthy development of the creative industry, make it better integrate with other industries, and then drive the stable development of the overall economy.
