Evaluation Of Trade Promotion Effect Of Liaoning Free Trade Zone Policy

In recent years,the foreign trade environment is particularly severe,the new pattern of global regional economic integration is gradually formed,trade frictions are more and more frequent,global free trade agreements and trade protectionism led by the United States and other developed countries continue to promote,and foreign trade is an important driver of China’s rapid economic development,so in this context,China has conducted an important policy experiment that is the implementation of the free trade pilot zone strategy.Liaoning FTZ,one of the third batch of FTZs established in China,is the first FTZ in the northeast region.Now,Liaoning FTZ has been established for more than five years,during these five years,Liaoning FTZ has been deeply cultivating the experimental field of self-trade,taking system innovation as the core,completing the overall program of reform tasks while also independently creating more than one hundred reform and innovation experiences,ranking in the forefront of the third batch of FTZs established,then Liaoning How effective is the implementation of the FTZ policy and has it effectively promoted the development of local foreign trade?It is worth studying.Therefore,this paper regards the establishment of Liaoning FTZ as a large-scale public policy,and adopts a combination of qualitative and quantitative analysis to study its impact on foreign trade of Liaoning Province,so as to evaluate the trade promotion effect of Liaoning FTZ policy,and explore what limitations exist in its development and construction process,so as to put forward some policy suggestions in a targeted manner,and provide reference for Liaoning FTZ to better promote the development of foreign trade of Liaoning Province.Firstly,we analyzed the trade promotion effect of Liaoning FTZ policy qualitatively by combining the theories related to FTZ,and found that Liaoning FTZ mainly promotes the development of foreign trade in Liaoning Province by optimizing the trade facilitation service mode,strengthening the integration of port sector functions,cultivating new trade development modes,strengthening regional cooperation in Northeast Asia and promoting the development of service trade,etc.;secondly,we applied the synthetic control method commonly used in policy effect evaluation to empirically evaluate the trade promotion effect of Liaoning FTZ policy.Secondly,we apply the synthetic control method commonly used in policy effect evaluation to empirically assess the trade promotion effect of Liaoning FTZ policy,and find that Liaoning FTZ does have a certain promotion effect on import and export trade of Liaoning Province,but its promotion effect is relatively short-lived,among which the promotion effect on import trade is significant,but no significant promotion effect on export trade,which does not fully meet the initial expectation,indicating that there is still much room for improvement in trade promotion in Liaoning FTZ.There is still much room for improvement in the trade promotion of Liaoning FTZ.Finally,based on the empirical results,it is proposed that the current policy of Liaoning FTZ still has several problems in promoting trade development,such as insignificant promotion effect on export trade,short continuity of policy effect and lack of competitive advantage in the shallow level of FTZ development,and it is proposed that Liaoning FTZ can be improved in the future from further enhancing the promotion effect on export trade,maintaining the continuity of policy effect and exploring the industry characteristics to improve the competitiveness of trade industry,so as to better play the trade promotion role of Liaoning FTZ.
