Project negotiations refer to the commercial negotiations involved invarious projects between the parties. IPD project negotiations play animportant role on both the construction of the project performance and thecooperative relations between the negotiating parties. But at present stage,there are still inadequacies in the study of the IPD project negotiationsresearch. Therefore, this study research the negotiation decision problem inIPD project and aims to make decision and inspiration for the IPD projectnegotiations.Based on previous literature and IPD project characteristics, this thesis,refined the factors affecting IPD project negotiations from a cognitiveperspective. The factors are fuzzily processed and calculated the correlationwith the theory of fuzzy. To eliminate the error, this study made the secondaryscreening and assignment using factor analysis method, and then built thefuzzy cognitive map model for IPD project negotiations. Considering that themodel is more objective and unstable, this article used the improved quantumparticle swarm algorithm to train and improve the model. At last, the stablemodel and the key factors for IPD project negotiations is gained.The final results of the thesis indicate that the16cognitive factors havepositive or negative effects on the formation of IPD project negotiationdecisions from different levels. Where, seven factors, such as "effectivecommunication between members of IPD project negotiations","the cognitiveability IPD project negotiations members" and "the trust between members ofIPD project negotiations" affect the IPD negations from different affects, andare more active than the others. More attention should be paid when makingdecision in the IPD project negotiations. The stable IPD project negotiationmodels are got in this thesis, which can provide help to make decision for theIPD negotiation. This thesis can also provide a reference for the theory andpractice.
