| With the transition of Chinese economy from high speed growth to high quality development stage,it is necessary to establish domestic and international double circulation pattern in order to deal with the changes inside and outside.Once the national strategy for the integration of the Yangtze River Delta was put forward,the mission of comprehensively deepening reform from a higher starting point and opening to the outside world at a higher level was shouldered.The Demonstration zone of eco-green integrated development in the Yangtze River Delta is the core area of Shanghai’s internal opening-up.To do a good job of internal opening-up in Shanghai and optimize the spatial layout of the domestic great cycle can better promote opening-up and shape China’s new advantages in the international cycle.The establishment of the demonstration zone provides the customs with new development opportunities.In the process of serving the national strategy of customs,the original hierarchical instruction mechanism and discussion and coordination system can no longer meet the needs of customs governance in the new era.At present,there are still difficulties such as large differences in governance concepts,limited synergies of multi-agents,uneven informatization level and limited role of customs.In view of the important role of the demonstration zone customs,this paper starts from the current situation,carries out an in-depth analysis of the current situation and problems of the management of the demonstration zone customs,and finds the problems that the open function of the customs is difficult to fully demonstrate in the development stage of the demonstration zone.In addition,because of the three-layer vertical management system and management mode of customs,customs area barriers are high;In addition,there are three main reasons for the weak interoperability of the current demonstration zones.This paper draws on the theory of spatial economics,holistic governance theory and collaborative governance theory,introduces the economic agglomeration thought of spatial economics into the industrial layout of demonstration areas,and integrates the analysis thinking of meeting citizens’ needs as the goal of holistic governance and emphasizing coordination and integration with that of collaborative governance emphasizing multi-subject collaborative governance to carry out analysis.At the same time,it draws on the experience of Beijing-Tianjin-Hebei Customs in regional integration reform and the risk management concept of EU and US customs,and puts forward countermeasures and suggestions in five aspects: changing governance concept to clarify governance subject,strengthening top-level design to improve system guarantee,building co-governance framework to strengthen internal and external cooperation,strengthening technology enabling to improve team quality,and digging customs advantages into the double cycle pattern.To provide the direction for the demonstration zone customs governance. |
