Land is the basic material basis for farmers’ agricultural production,and it plays a vital role in the high-quality agricultural development and rural economic development.With the rapid development of China’s economy,the process of new urbanization and agricultural modernization is also accelerated,and a large number of rural labor force poured into the city,leading to the phenomenon of rural land abandonment,resulting in a serious waste of land resources.As an important measure to deepen the reform of rural land system,the transfer of rural land management right is an effective means to deal with the abandonment and idling of rural land,and also one of the important ways to drive the development of rural economy.In recent years,governments at all levels attach great importance to the work of rural land transfer and take a series of measures to promote the standardized and orderly development of land transfer.But in the actual circulation process,there are still some problems and deficiencies in many aspects.Therefore,it is of great significance to improve the efficiency of land management right transfer and improve the supporting measures related to the transfer of land management right to promote the healthy and sustainable development of the land transfer market.This paper takes Dongping County as the research object,Taking the restriction factors of rural land management right transfer as the research content,By reading the relevant literature at home and abroad,It also expounds the background and significance of the transfer of rural land management rights,Then give an overview of the relevant basic concepts and theoretical basis,On the basis of analyzing the current situation of the transfer of rural land management right in Dongping County,Research data were obtained through field visits and questionnaires to farmers and relevant government departments,Then,using the Logit model to analyze the sample data,It is found that the restrictive factors affecting land circulation are mainly as follows: the cognitive level of land circulation,Some grass-roots cadres have an inadequate understanding of land circulation,Some farmers have a love for soil complex,Ideological understanding is not deep enough;In terms of land transfer effect,Small scale of land transfer,The efficiency of agricultural resource allocation is not high,Lead to the low efficiency of land circulation;The supporting mechanism of land circulation,Land transfer operation procedures are not standard,Land transfer related supporting measures are not perfect,Safeguard measures are not in place;In terms of the land circulation market mechanism,Land transfer prices vary widely,Lack of intermediary service organizations for land transfer,Lack of a sound service system.In view of the problems arising in the transfer of rural land management rights in Dongping County,Combined with the background of the transfer of rural land management rights in Dongping County,The following improvement measures are put forward from different aspects and at different levels: First,to improve farmers’ awareness of the transfer of land management rights,Strengthen policy publicity,Strengthen the demonstration and drive of land management right transfer;Second,to improve the market mechanism of rural land circulation,Establish a land transfer price formation mechanism,Strengthen the construction of land transfer intermediary organization;Third,to create a favorable external environment,To improve the social security system,To solve the worries of farmers,Vigorously develop non-agricultural industries,Promoting the transfer of rural labor force;Fourth,to strengthen the government’s management of rural land circulation,Strengthen the management of the functions and duties of the administrative organs,We will increase policy support.
