Research On Rural Land Circulation In L County Of Lvliang City

With the further development of reform and opening up,the small-scale agricultural production and operation mode with family as unit has become increasingly unable to adapt to the fierce international and domestic market competition.Based on this,the party and government implemented the "three-right separation" reform of rural land in rural areas,which is to consolidate the collective ownership of rural land,stabilize the family contract right of rural land,and release the right of land management.In this way,we can promote the rational and orderly transfer of land through the flexible management of land,and realize the scale intensification of rural land.This paper selects the land transfer in L district of lvliang city as the research object,and finds that there are some problems in the land transfer,such as single service subject,small scale of transfer,localization of transfer transferee,non-planting of land use and non-standard transfer procedures.The deep reason is that the progress of land ownership registration in this area is slow,the farmers' concept of land ownership,land income from land transfer,land transfer scale subject is less,and land transfer socialized service system mechanism is not sound.In view of the reasons for the difficulties in land transfer in L district,this paper puts forward some countermeasures,such as promoting land ownership confirmation,changing farmers' ideology,accelerating the cultivation of new agricultural operating subjects,strengthening the policy guidance of land transfer,improving the socialized service system of land transfer and strengthening the supervision of rural land transfer.Through the study of land circulation in L district,we hope to provide experience and policy reference for land circulation in L district and other areas.
