The 14th Five-Year Plan for National Economic and Social Development of the People’s Republic of China and the Outline of the Vision Goals for 2035 highlight the importance of focusing on cutting-edge areas such as artificial intelligence(AI)and implementing major national science and technology projects that are forward-looking and strategic in nature.AI is a disruptive technology that is significantly transforming traditional social operating models and driving a new technological and industrial revolution.This transformation is reshaping human production relationships,lifestyles,and thinking patterns.Accelerating the development of the AI industry is not only crucial for China to seize the new round of technological revolution and industrial transformation,but also an important strategic lever for China to gain an advantage in global technological competition.Moreover,it is a key strategic resource for promoting the leapfrog development of science and technology,upgrading industries,and enhancing overall productivity.Therefore,it is essential to focus on key core technology battles and comprehensively improve the technological innovation capabilities of the AI industry.These measures are crucial for optimizing the structure of endowment elements,promoting the high-level development of industrial foundations,and leading the development of emerging industries.This article provides a comprehensive analysis of the scientific and technological innovation capabilities of the national strategic region’s AI industry.Firstly,the relevant concepts and theoretical foundations involved in the research are organized and summarized.Secondly,a measurement index system is designed for the scientific and technological innovation capabilities of the AI industry,and a comprehensive evaluation is conducted using a comprehensive measurement method from 2011 to2020.Thirdly,regional differences and sources of scientific and technological innovation capabilities of the national strategic region’s AI industry are revealed using the Dagum Gini coefficient and its decomposition method.Additionally,the dynamic evolution rules and spatial differentiation characteristics of the distribution of scientific and technological innovation capabilities of the national strategic region’s AI industry are described using the Kernel density estimation method.Finally,the spatial imbalance causes of the scientific and technological innovation capabilities of the national strategic region’s AI industry are explored using the secondary assignment procedure.The study found that:(1)The overall technological innovation capability of the AI industry in the major national strategic regions has shown a steady upward trend,but there is an obvious gradient feature in the technological innovation capability among the four major strategic regions.Among them,the Yangtze River Delta region has the highest technological innovation capability,followed by the Beijing-Tianjin-Hebei region and the Yangtze River Economic Belt,while the Yellow River Basin has the lowest.(2)There are significant differences in the technological innovation capability of the AI industry among the major national strategic regions,but the overall difference is decreasing over time.Regional differences are the main source of relative differences in the technological innovation capability of the AI industry in major national strategic regions.(3)The "polarization effect" of the technological innovation capability of the AI industry in major national strategic regions has intensified.The Yangtze River Economic Belt shows a phenomenon of polarization,while the Beijing-Tianjin-Hebei region,the Yangtze River Delta,and the Yellow River Basin all show a trend of multipolarization with a clear hierarchical structure and significant spatial agglomeration effect.(4)Labor quality,enterprise size,digital finance,and government behavior are all important factors affecting regional differences in the technological innovation capability of the AI industry in major national strategic regions.Among them,the difference in enterprise size is the largest factor causing regional differences in the technological innovation capability of the AI industry.
