Continuously optimizing the business environment is a global consensus and national action to improve the government system and mechanism,standardize market economic activities,and promote high-quality economic development,a key measure to promote the upgrading of the local industrial structure and release the momentum of entrepreneurship and innovation in the whole society,and an important guarantee for further expanding opening up and developing a higher-level open economy.However,the gap between the business environment of cities in various regions in China is large and unevenly distributed.Most of the current research is to explore the impact of a single factor on the business environment and follow the logical framework of “the reality of business environment construction to the core standard of business environment optimization to business environment optimization path”,failing to systematically reveal the complex mechanism of multi-element interaction of business environment construction,and the combination of influencing elements and conditions of urban business environment optimization needs to be further excavated and analyzed,and then deeply explain the essence and mechanism of business environment optimization.This paper selects 103 cities in China as the research object,on the basis of comprehensive consideration of configuration theory,system theory,resource basic theory and organizational ability theory,relying on the author’s field investigation in various places,combined with the specific situation of local government construction of business environment,puts forward a three-dimensional integrated analysis framework of“system-resource-capability” to optimize the business environment,and analyzes the internal logic of urban business environment and construction.On this basis,further combined with Necessary Condition Analysis(NCA thereafter)and fuzzy set Qualitative Comparative Analysis(fs QCA thereafter)method,this paper explores the city business environment factors and the former due to the combination of conditions to optimize construction business environment,and seeks the configuration solution of the construction of high-level business environment and non-high-level business environment construction,and finally conducts a robustness analysis,and analyzes the situation of typical case cities in the business environment process,so as to explore the optimization path of business environment.After NCA and fs QCA,it is found that:(1)Combined with the NCA necessity analysis method and the necessity test in the fs QCA,it is found that the construction of a high policy system under the institutional dimension and the non-high financial resource endowment under the resource dimension are the necessary conditions that affect the high level and non-high level of the business environment,respectively.(2)After configuration analysis,from the perspective of the combination of conditions,the interdependence of system,resources and capacity elements has achieved four kinds of high business environment configuration effects,including policy and government-enterprise linkage under resource support,digital government driven under the two-way leadership of system and resource,financial resource promotion under the dual coordination of system and capacity,and resource-driven under capacity.(3)The analysis shows that the 8 configurations will produce a non-high business environment,which explains the main reasons why the business environment of some cities has not reached a high level.This study provides useful enlightenment for clarifying the internal logic and dynamic mechanism of optimizing the business environment in various places,and puts forward relevant optimization suggestions,in order to inspire cities to dynamically adjust the business environment construction according to different local conditions and provide reference value for the construction of business environment of local governments in China. |
