| The COVID-19 has led to border closure and travel restrictions.Many links in medical tourism have been seriously affected,including medical tourism customers,medical tourism facilitators,medical institutions,hotels and airlines,and the whole medical tourism industry has stagnated.Therefore,it is worth discussing to promote the recovery and further development of the medical tourism industry under COVID-19.To solve this problem,we construct the incentive mechanism model of medical tourism through incentive theory,and analyze the optimal decision-making of various participants in medical tourism activities in different situations from the perspective of resilience.The main research contents and conclusions of this paper are as follows:First,in outbound medical tourism,the bilateral reputation effect is introduced to study the optimal decision nature of medical tourism facilitators and service providers.The results show that under certain conditions,the introduction of the bilateral reputation incentive mechanism can have a better incentive effect on medical tourism service providers,make service providers improve their efforts and obtain more output incentives,and significantly increase the expected benefits of facilitators.Compared with the model without considering bilateral reputation,Pareto improvement of outbound medical tourism can be realized.Second,in the domestic medical tourism,combined with the government incentive and supervision mechanism,we analyze the decision-making behavior of medical tourism enterprises under the incentive and supervision of the government.The results show that the effect of the government’s incentive and supervision is related to the resilience of medical tourism enterprises.Enterprises with more robust risk tolerance and financial capacity can create higher social benefits for the government.Under certain conditions,the influencing factors of COVID-19 will make enterprises improve their efforts,and make the government increase the incentive level while reducing the supervision intensity.Finally,the multi-task objectives incentive mechanism models are established for customers and medical tourism enterprises under COVID-19.The results show that the optimal effort level of medical tourism enterprises on a task is positively correlated with the relative importance of the task.When medical tourism enterprises improve the relative importance of a task,customers will prioritize the task and increase the incentive intensity for the task,while the incentive intensity for another task will be weakened. |
